SEC's Office of Information Technology is looking for a new technical member to join their Information Security Office's Security Design and Engineering Branch.

Responsibilities

  • Leads the design, development, and lifecycle management of specialized security programs.
  • Influences, advises, and consults on integration of security policies and regulations with developmental and operational IT systems.
  • Delivers presentations to various managers, executive committees, communicates complex ideas clearly and concisely while making recommendations to expedite information security problem-solving and decision-making.
  • Coordinates and integrates plans, projects, and operations with supported activities and other government agencies as required.
  • Assures that risk management /information security is integrated with applicable agency/regulatory standards to include the definition and validation of security requirements, approval of management milestones, and procurement of resources.

  • Due to COVID-19, the SEC is currently in a mandatory telework posture through September 7, 2021. If selected, you will be permitted to temporarily telework from a location outside the local commuting area.
  • Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 60 days. At that time, you will be eligible to request telework in accordance with the SEC 's telework policy.


Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

BASIC REQUIREMENT: Applicant must possess IT related experience demonstrating each of the four competencies: reviewing work to ensure it is in line with established standards or to identify deficiencies (Attention to Detail); collaborating with customers to identify their information technology needs or to resolve their hardware and software problems (Customer service); explaining technical information orally to non-technical audiences (Oral Communication); and evaluating alternatives to recommend solutions to hardware or software problems (Problem Solving).

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SK-14: Applicants must have one year of specialized experience at the SK/GS-13 level. Specialized experience includes all of the following:
  • Planning, designing, implementing, and maintaining security infrastructure systems, for example network firewall, vulnerability management system, web proxy, and intrusion detection/prevention systems;
  • Identifying, evaluating, and mitigating information systems vulnerabilities;
  • Advising on, designing, and implementing security controls;
  • Advising on and designing security features for systems and applications;
  • Developing technical security standards and configuration baselines for information systems, platforms, and applications;
  • Experience in Windows Server and/or UNIX operating systems; and
  • Advising on identity & authentication, access management, and encryption concepts.
