Responsibilities

As the Office Director of the Office of Investigations (OI) you will provide executive leadership and direction to subordinate executives and criminal investigative staff in providing thorough, timely, and objective investigations. Duties and responsibilities include:
  • Manage and oversee the development and implementation of policies, procedures, and quality control standards for conducting criminal, civil and administrative investigations, including those standards set forth by the Council of the Inspectors General on Integrity and Efficiency. Ensures that these policies and procedures are adhered to in investigations conducted by the Office of Investigations.
  • Supervising investigations within the scope of NRC authority, except those concerning NRC employees and NRC contractors, at the request of the Commission, Executive Director for Operations, Deputy Executive Directors, Regional Administrators, or the OI Director.
  • Maintaining awareness of the NRC inspection program for licensees and applicants, and their contractors or vendors. Advising the Commission, Executive Director for Operations, Deputy Executive Directors, and Regional Administrators of the need for investigations. Initiating investigations as necessary into specific incidents or occurrences which indicate potential violations of the Atomic Energy Act and other laws, rules or license conditions.
  • Establishing and maintaining systems and procedures to ensure that appropriate organizational components of NRC are promptly notified and fully informed of those matters under investigation that may affect public health and safety, the common defense and security, environmental quality, or the antitrust laws.

You must have substantial supervisory or executive leadership experience which demonstrates the ability to successfully carry out the roles and responsibilities described above, typically evidenced by experience in progressively more responsible executive leadership positions. To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed below. Applicants who do not meet or do not demonstrate possession of the ECQs and PTQs in their application will be eliminated from further consideration.

This position authorizes you to carry a firearm if deputized as a Special Deputy United States Marshal under the blanket Deputation provision of the U.S. Marshals Service. Any person who has been convicted of a misdemeanor or higher crime of domestic violence cannot lawfully possess a firearm or ammunition (18 U.S.C., Section 922 (g)(9)). Candidates who have been convicted of a misdemeanor crime or higher of domestic violence are not qualified for this position.

Medical Examination: The person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties. This position may be subject to periodic incumbent examinations in the future.

Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action oriented leadership words to describe your experience and accomplishments (e.g., Led the development and implementation of....) and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.). You must provide the names, email addresses, and telephone numbers of responsible individuals who can verify the information provided for each ECQ.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs)

PTQ 1: Demonstrated experience, managing and overseeing the development and implementation of investigative policies, procedures, and standard practices for a Federal enforcement and investigative program.

PTQ 2: Demonstrated experience in administration and management of a nationwide Federal criminal enforcement and investigative program at the agency, department, bureau, or equivalent headquarters level that produced sound, defensible conclusions for presentation in support of regulatory enforcement and/or Federal prosecution consideration(s).

PTQ 3: Demonstrated ability to communicate effectively orally and in writing with high-level Government officials including the highest level of agency management, representatives of Congressional committees, and audiences varying widely in background, experience, and level of understanding on matters which may be sensitive, controversial and/or complex.

  • Salary for Senior Executive Service positions varies depending on qualifications and the responsibilities of the position

To be eligible for a 145 (b) waiver you need favorable education verification, and reference, credit, and criminal history checks. If a waiver is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
  • The NRC is a zero tolerance agency with respect to illegal drug use. The individual selected for this position will be subject to pre-appointment drug testing unless currently in a NRC position subject to random drug testing AND will be subject to random drug testing upon appointment to the NRC.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education as they relate to the qualifications for this position. Your application will be evaluated by a rating/ranking panel, and highly qualified candidates may be invited to participate in an interview and undergo reference checks. The NRC Executive Resources Board (ERB) will review results and make recommendations to the selecting official and appointing authority.
