Summary

This position is located in the Office of General Counsel, Program Support Branch, Legal Research Center. The supervisor for this position is Brian Newell. This is a Bargaining Unit position. There is no travel required for this position. Individuals selected for this position will be subject to random drug testing upon appointment. Expenses associated with interview and/or relocation will not be paid.

Responsibilities

As the Regulations Assistant you will assist in implementing the agency's program for reviewing and publishing agency documents in the Federal Register . Duties include, but are not limited to, supporting all aspects of Federal Register Notice (FRN) program operations: document review, editing and publication; tracking and reporting; communications; and FRN docket management. The incumbent will (1) maintain cognizance of NRC regulations in 10 CFR, Chapter I, the requirements of the Administrative Procedure Act, and Federal regulatory review requirements promulgated by statute, Executive Order, or government-wide guidance; (2) review and incorporate changes to policies and procedures for preparing and publishing documents in the Federal Register; ( 3) participate in performing the review of Federal Register notices and identify problems and discuss the resolution with higher-graded professionals; (4) edit reports, documents, correspondence, Commission papers, and other documents in support of the publication of Federal Register notices and assist in the update of reports, documents, commission papers, and other documents in support of the publication of Federal Register notices; (5) update and maintain document templates used by NRC staff; and (6) assist in making revisions to drafts of Federal Register notices for consistency with applicable statutes, Executive Orders, Office of Management and Budget (OMB) circulars, government-wide guidelines in 1 CFR, and NRC guidance.

Qualifications

The ideal candidate will be able to demonstrate the following:

1. Ability to communicate clearly and concisely, both orally and in writing.

2. Ability to identify issues and problems to determine relative priorities, and to propose to management the need for changes in policies, procedures, or requirements.

3. Knowledge of regulations and rules associated with the Federal Register Notice process and the ability to administratively review, edit, and process all associated documents required.

4. Knowledge of and experience in applying research techniques and information management principles, practices, procedures, and the ability to access sophisticated computerized databases in order to maintain and use the sources of information needed to fulfill the duties of this position.

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

Specialized experience is defined as working experience that includes the following:

GG-9: Specialized experience equivalent to the next lower grade (GG-8) is defined as experience assisting, reviewing and updating of documents of public interest sufficient to publish agency documents in the Federal Register . This work is performed under close or general supervision. New and unusually difficult and complex assignments are referred to the supervisor or other Subject Matter Experts (SMEs) for guidance.

GG-10: Specialized experience equivalent to the next lower grade (GG-9) is defined as experience coordinating, monitoring, reviewing, and/or processing documents of public interest sufficient to publish agency documents in the Federal Register and ensuring resolution of problems with higher-graded professional. This work is performed under moderate supervision.

GG-11: Specialized experience equivalent to the next lower grade (GG-10) is defined as experience coordinating, monitoring, reviewing, and/or processing documents of public interest sufficient to publish agency documents in the Federal Register and utilizing practical knowledge of various statutes, regulations, NRC policies and procedures for publishing Federal Register notices. This work is performed under normal and/or little supervision.

There is no education requirement for the Regulations Assistant, GG-303-11.

A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks. If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.

The NRC is a zero tolerance agency with respect to illegal drug use. Individuals selected for this position will be subject to pre-appointment drug testing unless currently in a NRC position subject to random drug testing AND will be subject to random drug testing upon appointment to the NRC.
