Summary

This position is located in the Office of the Chief Financial Officer (OCFO), Division of Budget (DOB), Internal Control Team (ICT). The Supervisor is David Holley. This is a bargaining unit position. This position requires minimal travel.

Selectee will not be subject to Office of Government Ethics Confidential Financial Disclosure reporting requirements.

Responsibilities

As a Senior Accountant in the Division of Budget (DOB), Internal Control Team (ICT), the incumbent has responsibility for the implementation of the agency's programmatic internal control requirements and coordinates their review, monitoring, and testing. The incumbent serves as liaison between the OCFO and business line leads, providing technical expertise, guidance, training, and administration for compliance with the Federal Managers' Financial Integrity Act of 1982, the Office of Management and Budget Circular A-123, as well as all other Federal statutes and guidance related to ensuring the effectiveness and efficiency of agency operations. The incumbent shall conduct agency level review and analysis of internal control, compliance, performance management, and enterprise risk management activities. Based on such evaluations, the incumbent formulates recommendations and plans of action that can be presented to the Lead, ICT, Director, Division of Budget, the Chief Financial Officer, the Executive Director for Operations, the Commission, and the Office of Management and Budget.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-13) in the Federal service or equivalent experience in the private or public sector.

Specialized experience is defined as: experience that has provided the candidate with knowledge of the principles, practices, and processes of applying the General Accountability Office's (GAO's) Standards for Internal Control in the Federal Government; experience in programmatic and/or financial internal controls and their impact on the effectiveness of operations.

Education

All candidates must have knowledge of accounting principles and standards as evidenced by a four-year degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting (the 24 hours may include up to 6 hours of credit in business law), OR an equivalent combination of college-level education (24 semester hours in accounting courses), training that provided professional accounting knowledge and accounting experience.
