Summary

The Office of Acquisitions is filling one position for Procurement Analyst, SK-1102-12/13 located in Washington, DC

If selected, you will join a well-respected team that is responsible for conducting comprehensive reviews of SEC Office of Acquisitions products, including, but not limited to, acquisition plans, acquisition strategies, requests for proposals, Price Negotiation Memoranda, Source Selection documents, contracts, and proposed modifications.

Responsibilities

  • Serve as a technical authority for SEC wide procurement issues; lead a team to analyze the implementation and effectiveness of SEC-wide procurement policies, standards and procedures;
  • Maintain a continuing awareness of the financial condition, expended hours, milestones, and deliverables for assigned contracts and keep program officials informed of contract commitments and expenditure status;
  • Lead/direct procurement audits and analysis that involve research, development, initial production, product improvement and related support services contracts and equipment;
  • Participate in the development of policies or procedures to implement new contracting requirements; and
  • Provide authoritative advice and guidance to SEC procurement and program officials on cross-cutting procurement regulations or policy development.

  • This position is in the collective bargaining unit.
  • Due to COVID-19, the SEC is currently in a mandatory telework posture through September 7, 2021. If selected, you will be permitted to temporarily telework from a location outside the local commuting area.
  • Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 60 days. At that time, you will be eligible to request telework in accordance with the SEC 's telework policy.


Qualifications

All qualification requirements must be met by the closing date of this announcement.

SK-12: Time-in-grade for this announcement is one year at the GS/SK-11 level.

SK-13: Time-in-grade for this announcement is one year at the GS/SK-12 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying education must have been obtained from an accredited college or university recognized by the U.S. Department of Education.

BASIC REQUIREMENTS FOR GS/SK-12:
  • A four year course of study leading to a Bachelor's Degree with a major in any field; OR
  • At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR
  • Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000.
MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SK-12: Applicant must have at least one year of specialized experience equivalent to the GS/SK-11 level. Specialized experience includes the following below:
  • Performing duties such as developing policies and providing guidance on acquisition issues, conducting governmental purchasing, contract negotiation, and contract administration.


  • BASIC REQUIREMENTS FOR GS/SK-13:

  • Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position; and
  • A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
  • Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.
  • SK-13: Applicant must have at least one year of specialized experience equivalent to the SK-12 level. Specialized experience includes the following below:
  • Interpreting and applying laws, regulations, policies, standards, or procedures to address acquisition issues, managing and executing procurement programs, policies, and procedures; and developing and providing training to procurement officials; AND
  • Performing duties such as developing policies and providing guidance on acquisition issues, conducting governmental purchasing, contract negotiation, and contract administration.
