Responsibilities

The Health System Specialist (HSS) Business Manager serves as a member of the management team with the primary purpose to direct and perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of operations at the VA Maryland Health Care.

The primary purpose of this position is to provide support to top management using a high degree of analytical ability and specialized knowledge of the principles and practices related to the management of healthcare delivery systems. Operational activities may include review, analysis and recommendations regarding administrative practices in both administrative and clinical areas. The incumbent plans and evaluates administrative programs, leads committees and workgroups at both the facility and VISN levels, works on special projects, identifies opportunities to improve customer service and revenue, facilitates the development of creative and innovative business practices, and provides expertise and direction on health care best practices. The employee provides leadership, coordination and direction to achieve optimal utilization of available resources while breaking down barriers to high performance work systems.

The incumbent develops and coordinates internal review systems to assure that both clinical and administrative activities comply with agency and accrediting requirements; assists in the development and implementation of outcome measures of clinical effectiveness; leads and/or participates in medical center, VISN and VHA committees/governance; examines Congressional and VHA budget processes, including participating in budget development and execution; responds to congressional inquiries; analyzes complex and critical data making recommendations for remedial action; and supports research projects and educational affiliations.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/18/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Progressively responsible analytical and administrative, management, or supervisory experience in the health care field. Examples of specialized experience would typically include, but are not limited to: Provides administrative support to the Service Chief, has knowledge of agency's mission, vision and goals. Supports coordination of future health care programs. Analytical abilities, expertise and clinical experience to problem solve complex issues. Interprets, reviews and applies the Joint Commission Standards, VACO policies and regulations. Knowledgeable of staffing issues, eligibility issues, budget and/or space requirements. Formulates new policies that addresses federal and state regulations.
  • In addition to the above, specialized experience for this GS-12 grade level position includes: Forecasting, planning and allocation of resources; utilizes data from various sources in planning for processes and systems; establishes priorities for personnel, services, supplies and equipment; analyses complex information and problems in an objective manner and derives logical conclusions to provide a sound basis for programs priorities; designs administrative structure to meet current and new program initiatives; plans, organizes, and directs a team(s) and to negotiate effectively; provides oversight and coordination of administrative efforts; develops, promotes, and maintains good relations with a variety of groups inside and outside the service line and health care system; manages the recruitment, orientation, and retention of clinical and non-clinical staff to meet effective service line staffing levels; identifies and recommends ways of combining and eliminating, simplifying, and improving processes and procedures; leads role in developing internal review systems to ensure administrative and clinical activities are in compliance; knows quality of care standards and various accreditation or regulatory requirements specific to the program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is done in an office environment and is mostly sedentary in nature, although some walking or carrying of files is required. A moderate amount of emotional stress prevails on a daily basis when dealing with patients, family members and/or staff.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
