Chief Health Policy Officer - Health Department The Baltimore City Health Department is seeking a Chief Health Policy Officer who will serve as a dynamic leader and team member and embodies our core values: collaboration, innovation, integrity, empowerment, and data driven. The Chief Health Policy Officer (CHPO) is a senior staff position reporting directly to the Chief of Staff, working closely with the program leads, senior leadership team, communications team, health equity director, legislative director, and research analysts to lead the effort to make Baltimore the national model for public health and policy innovation . The CHPO is responsible for policy development and proactive advancement/implementation of BCHD's policy agenda at the local, state, and federal levels. While achieving our policy objectives are of paramount importance, we are a team first and we are looking for an individual to fill the CHPO role who seeks to listen and serve as much as he/she/they seek to lead. Founded in 1793, BCHD is the oldest health department in the country, with over 800 employees and an annual budget of $130 million that aims to promote health and improve well-being through education, policy/advocacy, and direct service delivery. BCHD's wide-ranging responsibilities include maternal and child health, youth wellness, school health, senior services, animal control, restaurant inspections, emergency preparedness, STI/HIV treatment, and acute and chronic disease prevention. Responsibilities include: Lead the establishment of BCHD as the Chief Health Strategist for Baltimore City in accordance with Public Health 3.0. Leverage/expand existing partnerships with the community, social justice partners, those in the health, faith, and business communities and other stakeholders and develop new partnerships that support advancing BCHD's policy agenda. Work with leadership team to develop, implement, direct, and review BCHD's health policy agenda and strategic planning initiatives to eliminate health disparities in Baltimore City, such as: promoting access to quality health care for all, mitigating youth violence, improving child health and wellness, fighting against the obesity epidemic, recognizing and treating mental health needs, and reducing drug and alcohol abuse. Proactively analyze and monitor city, state, and federal health statutes that can assist the Department in carrying out its policy initiatives. In coordination with the Legislative Director, successfully advocate for, and implement policy ideas into legislation at all levels of government. Build BCHD's capacity to improve population health by addressing social determinants of health through the design of policy ideas that will turn into effective legislation/programs which promote quality health for all. Work with the communications team to plan and conduct advocacy campaigns to influence public policy and leverage public and private funding. Oversee the execution of qualitative and quantitative research to the highest standards to develop appropriate policy ideas, briefs and reports. Lead development of policy white papers, fact sheets, and action alerts for major policy campaigns. Work with the community engagement team to support grassroots mobilization efforts, bringing together constituents, community and neighborhood organizations, and the local healthcare industry to address Baltimore's health priorities. Lead efforts to research and analyze emerging health policy and systems change issues. Oversight of legislative director and policy and research analysts. Exhibits all 5 core department values. QUALIFICATIONS Masters Degree or higher in Public Policy, Public Health, Health Policy; JD; or related field from an accredited college or university Five to seven years of public health and/or public policy experience at local, state, and/or federal level Five to seven years of experience in a senior management role Demonstrated track record of working closely with executive management and being an effective networker with experience establishing strong collaborative relationships with leaders and the community Demonstrated success leading advocacy initiatives, including building consensus among a diverse range of partners in the formulation of policy strategy Strong organizational, strategic planning, and project management skills Exceptional written and oral communication skills Knowledge of the use of law and policy for population health improvement at the local level; and vision, creative thinking and sense of urgency necessary to achieve the successful implementation of BCHD's strategic mission Familiarity with use of google drive, Microsoft suite tools, and slack To Apply: Qualified professionals should submit a resume and letter of interest addressing experience relevant to this position.
