Job Announcement

The Site Analysis Section of the Fairfax County Department of Transportation serves as the transportation review team for land development applications throughout Fairfax County. The Transportation Planner III role in the Site Analysis Section is a multifaceted position with a core focus on complex land development review and program management. The selected candidate will work closely with public agencies, developers and other private interests, elected officials, and residents of the County through the County’s entitlement and site plan review processes to ensure that appropriate mitigations to address multimodal transportation impacts are successfully identified, negotiated, and implemented in accordance with the County’s Comprehensive Plan.

The selected candidate for this position will:

• Perform detailed analyses, evaluations, and critiques of the transportation elements of major development applications involving significant amounts of development, sensitive site characteristics, and/or other unusual features, identifying necessary measures to address issues identified. This includes review of conceptual and detailed plan sets, traffic impact studies, proffers, and other related documents.
• Review, analyze, and negotiate transportation improvements associated with land development applications and prepare written reports summarizing the findings of transportation analyses and associated recommendations, presenting and discussing with citizens, other agencies, and elected officials.
• Manage an assigned work program related to site analysis such as transportation demand management (TDM), traffic impact studies, comprehensive planning, vacation and abandonment of right-of-way, acceptance and discontinuance of roadways, zoning interpretations, or small area planning.
• Develop, review, implement, and effectively explains policies related to this specialization area, providing guidance to staff, citizens, and officials procedures, policies, and best practices.
• Represents the Department of Transportation at public hearings and at meetings with internal and external agencies, elected officials, and residents of Fairfax County.
• Prepare, present and discuss reports and findings with citizens, other agencies and elected officials.
• Facilitate and coordinate interagency coordination on projects, building and maintaining positive and productive working relationship.
• Supervise professional planners and technicians using effective supervisory methods to further a respectful, collaborative, and supportive culture.

Employment Standards

Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

The appointee to this position will be required to complete a criminal background check and a driving records check to the satisfaction of the employer.

  • Strong background in transportation and land use planning.
  • Professional certification in urban planning or traffic engineering.
  • Experience reviewing land development applications, creating land development plans, and/or evaluating transportation plans and analyses in a fast-paced professional environment.
  • Knowledge of transportation planning, land development, and traffic engineering principles and associated software.
  • Expertise to independently review and synthesize results of transportation studies to draw conclusions and make defensible recommendations, seeking to positively influence project outcomes. Capacity to manage complex projects independently or as a team leader.
  • Effective communication and negotiation skills
  • Ability to work productively and respectfully in a team environment, developing strong productive working relationships.
  • Supervisory experience and knowledge of effective supervisory methods, practices, and techniques. Desire to advance a collaborative and supportive culture.
  • Considerable knowledge of the mission, goals, and objectives of Fairfax County.
