Job Announcement

The Fairfax County Health Department is a progressive public health leader serving 1.2 million residents from diverse ethnic, cultural, and economic backgrounds. Manages the technical processes related to training and professional development of the public health workforce, maintains the learning management system for the health department, schedules and updates the training calendar, develops learning maps, and coordinates with IT to develop and maintain the Health Department Professional Development and Training SharePoint site. Maintains databases, monitors, analyzes trends, and submits periodic reports (Core Public Health Competencies). Participates in program performance evaluations and development of quality improvement initiatives, when needed. Prepares procedural memorandums, statistical reports, and narratives that include recommendations for process changes to improve quality, efficiency, and effectiveness of workforce professional development operations. Collaborates with Human Resources and assists with the placement and onboarding of interns, fellows, and practicum students. Facilitates the recruitment of staff for the Public Health Graduate Certificate Program. Serves as the administrator for the Learning Management System.

Note: The assigned functional areas of this position are general administration, training and development.

Health Department positions are designated as emergency responders in the event of a public health crisis. As a public health emergency responder, this position may be reassigned to provide support based on the emergency response service needs. The temporary reassignment may require employees to function in a role outside of the typical job duties. The emergency response may also require employees to work alternative work schedules to include weekend and evenings. Works u nder general supervision of the Management Analyst III.

Basic knowledge of mission, goals and objectives of the organizational unit, program or activities to which incumbent is assigned;
Knowledge of the principles, practices and techniques governing management, organization, operations and programmatic services;
Knowledge of the principles, practices, and techniques relating to the functional area of business operation (e.g. personnel, budgeting and financial management, contract administration and management);
Ability to identify possible solutions for solving business problems;
Ability to perform a variety of fact-finding techniques (e.g., interview, case analysis, observation, research, benchmarking) to gather information in support of programs, projects, studies, assessments and evaluations;
Ability to aggregate and assimilate data to identify major patterns, trends and themes regarding organizational and program effectiveness and efficiency;
Ability to communicate effectively orally and in writing;
Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;
Ability to train, lead, and/or supervise paraprofessional staff.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area.

BRIDGE CLASS EMPLOYMENT STANDARDS
Four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

CERTIFICATIONS AND LICENSES REQUIRED:
Driver's License
Cardiopulmonary Resuscitation - CPR (Required within 60 days)
AED (Required within 60 days)
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, child protective services check, and a driving records check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
Bachelor’s degree in public health, education, training, project management, organizational development, public or business administration, or a closely related field. Master’s degree a plus.
Experience supporting technical aspects of workforce continuing education and training initiatives in a healthcare, public health, or local government environment.
Experience with information systems, data extraction, and generating reports.
Demonstrated competency in Microsoft Office (Word, Excel, PowerPoint).
Ability to establish and maintain effective working relationships.
Ability to communicate effectively, both orally and in writing.
Excellent interpersonal, communication, and decision-making skills.
Exceptional organization and time management skills that reflect an ability to manage multiple, time-sensitive priorities, projects, and deliverables with excellent attention to detail.
PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle or feel. Visual acuity is required to read data on a computer monitor. Incumbent must be able to operate keyboard driven equipment and computer. Ability to drive a vehicle. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Employee may be required to lift or carry up to 25 lbs. occasionally. Generally works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. All duties performed with or without reasonable accommodations.
