Will be responsible for the configuration, infrastructure, and maintenance of assigned Health Department COTS systems to support the Medical Services divisions and program areas, Laboratory, Pharmacy, and other operational support programs. Leads the design, development, testing, and maintenance of department specific applications within the Microsoft PowerApps Platform, SharePoint, and Nintex Workflow Cloud environments. Additional support and knowledge in APIs, markup languages (e.g. XML and HTML) and various data sets may be needed for various projects.

In collaboration with the IT Informatics Manager and other partners, establishes department policies and governance around a Public Health oriented DevOps framework. Conducts analysis and research to recommend solutions based on program and end user requirements. Collaborates with the Department of Information Technology (DIT) to evaluate options and obtain approvals for solutions, based on county technology standards and integration requirements.

Additional support may be needed to create technical and end-user documentation and provide trainings. Acts as a liaison to software vendors, DIT staff, and partner organizations to implement, maintain, and enhance the software systems as assigned. Under direction of the IT Informatics Manager, participates in strategic business and/or technical planning for assigned business areas at the division, department, Health and Human Services and/or county level.

Note: Health Department positions are designated as emergency responders in the event of a public health crisis. As a public health emergency responder, this position may be reassigned to provide support based on the emergency response service needs. The temporary reassignment may require employees to function in a role outside of the typical job duties. The emergency response may also require employees to work alternative work schedules to include weekend and evenings.

Considerable knowledge of interdepartmental and/or County-wide processes, procedures, and requirements with regard to such administrative functions as personnel, finance, and budgeting;
Considerable knowledge of the capabilities of information technology software, hardware, and network communication technology;
Considerable knowledge of the capabilities of various computer platforms functioning in centralized, distributed, client server, and stand-alone environments;
Considerable knowledge of effective processes, methods, techniques to analyze and evaluate business operations;
Knowledge of effective project management methods, practices and techniques;
Knowledge of effective supervisory methods, practices, and techniques (required for some positions);
Ability to analyze and evaluate administrative processes and procedures for automation purposes;
Ability to conduct research into new information technology;
Ability to train employees in the use of hardware and software;
Ability to prepare user manuals;
Ability to translate technical terminology into terms understandable to management and employees;
Ability to establish and maintain effective business relationships.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to possession of a bachelor's degree in business, computer science or a field related to the department where the IT services are being used: plus four years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a driving record check and a check of the Child Protective Services Registry to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Preferred candidates will have the familiarity with and experience managing or developing IT solutions for human services and/or public health systems. Experience developing solutions within the Microsoft PowerApps Platform and SharePoint environments. Knowledge and familiarity of the Microsoft Dataverse (previously known as the Common Data Service), SQL queries, variants, relational databases, and Business Intelligence tools. Involvement creating and documenting guidance or best practices on development processes and infrastructure to support an agency or department. Ability to form collaborative partnerships across agency lines and county agencies. Ability to manage multiple tasks simultaneously, work independently and in a collaborative team environment. Possess excellent customer service skills with the ability to interact in a friendly, service oriented and professional manner with internal and external customers.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor, digital display and audio visual instrument. Incumbent must be able to operate keyboard driven equipment and computer. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Employee may be required to lift or carry up to 25 pounds occasionally. All duties performed with or without reasonable accommodations.
