This position requires on-site support for a Federal client in Arlington, VA in support of policies and programs of the Federal Agency, however during this period of the global pandemic, the work is remote until advised otherwise.The IT Strategic Analyst supports the National Guard Bureau (NGB) Joint J63 Operations Division by providing assistance in the planning and coordination of NG DOMOPs (Domestic Operations) missions by assisting the NG with the modernization of NGB-J63 IT Systems such as the JISCC (Joint Incident Site Communications Capability) platform and the Joint Information Exchange Environment (JIEE). This requires constant communication between the NG, states and territories, as well as NAVAIR. Travel to NAVAIR may be required to support the modernization effort of the NGB J63 efforts, to include working alongside a team of engineers and program management personnel. Other duties/ad-hoc tasks will include peer reviewing contract deliverables for quality assurance and mission-priority tasks. May conduct studies and statistical analyses of widely disparate events and trends to identify significant issues, concepts, and alternative courses of action in support of special operations projects and programs.The IT Strategic Analyst provides subject matter expertise toward extending the DOD Joint Information Environment and other Information centric initiatives to the Joint Force Headquarters-State (JFHQ-S) to enable delivery of National Guard operational capabilities. This position requires someone with demonstrated knowledge of DoD information technology requirements, strong communication and organizational skills, and with a proven track record for managing and coordinating across multiple stakeholders.REQUIRED EXPERIENCE* 3 years of experience operating or maintaining military tactical or theater deployable IT or communications systems* Applies a comprehensive knowledge of tactical, strategic, and national telecommunications systems; advanced information systems concepts; and standard practices and procedures (government and commercial) to support planning and execution of telecommunications projects and programs involving broadcast, satellite, microwave, and fiber-optic based telecommunications systems while adhering to government, and commercial standard policies, practices and procedures* 1 year of experience supporting an Army, Air Force, or Joint staff section or directorate at the Battalion level or above. Experience with National Guard roles, missions, forces, and operating authorities* Work closely with Program Manager, Deputy Program Manager and other business verticals, providing a superb customer experience* Partner with cross functional stakeholders and other operational teams to problem solve* Support Program Manager and team members to identify trends and key insights to drive impact to project/mission goals including product, user experience, and operational efficiency* Develop status reports on project status Bi-Weekly, Monthly, Quarterly or as required by assigned deliverables* Ability to comprehend and document business requirements, functional requirements, and system touch-points, including management-driven requirements, reporting and dashboard requirements, and workflow requirements for business processes* Communicates effectively through formal presentations (briefings) and informal discussions with technical and non-technical individuals and audiences* Experience working independently with minimal guidance and exercising mature judgment.* Experience prioritizing the workload effectively to meet deadlines and work objectives* Ability to write clearly, succinctly, and in a manner that appeals to a wide audienceADDITIONAL/DESIRED SKILLS* Demonstrated knowledge of DoD and Federal IT policies* 1-3 years of experience working with DoD satellite communications* Knowledge of shared situational awareness, DoD Joint Information Environment* Knowledge of NGB Domestic Operations and JFHQ-S information requirements* Knowledge of National Guard Joint Incident Site Communications Capability and Joint C4 Coordination Center* Experience supporting DoD IT planning at the Battalion level or higher* General understanding of IT/Communications hardware/software, change and configuration management* Experience leading discussion/focus groups* Experience writing high level reports for senior management* Able to adapt and support missions, as necessary (ie, COMMEX, Natural Disasters)EDUCATIONB.A or BS degreeCLEARANCEActive SecretTENICA and Associates is a provider of government services and consulting solutions in the areas of national defense, homeland and cyber security.
