Responsibilities

Must be a qualified Carpenter with basic knowledge of masonry work as well. Thorough knowledge of wood and wood substitute materials, and construction techniques. Skilled in the operation of general and precision carpentry and woodworking equipment and are able to produce finished products with precise fits, accurate dimensions, and acceptable appearance. Ability to interpret complex instructions, sketches, blueprints, and building codes. Ability to measure for layouts such as those required to construct footings for structural foundations and construct concrete forms and related structures with little or no supervisory guidance. Skilled in the use of advanced shop mathematics to plan, compute, and lay out more complex and exact projects with features such as arcs, tangents, and circles. Skilled in setting up and operating the full range of industrial woodworking and related machinery such as routers, band and scroll saws, and drill presses. Ability to determine the proper grade, size, and type of lumber or wood substitute material required for the job. Skill in operating and using power and hand tools and other woodworking equipment such as portable drills, clippers, joiners, shavers, tenoners, sanders, routers, power activated nailers, combustion type saws, screw fasteners, drill presses, and table saws. Skill in setting up and adjusting stationary power equipment by checking and adjusting, for example, the "squareness" of the blade on a radial arm saw in relation to the surface of the cutting table. Skill in performing routine maintenance on equipment by lubricating machines, changing and sharpening saw blades, and by adjusting drive belt tensions. Ability to mill heavy lumber, cut bevels, rabbets, chamfers, grooves, and compound miter joints, and apply plastic laminates to wood and other surfaces on counter tops, cabinets, desk tops, and tables.

Must be capable of operating machinery within the Building Repair Shop including all power tools. Must adapt to new equipment as needed to facilitate job function.

Incumbent will be required to train other equipment users on the proper operation of tools and equipment common to the applicable trade. Responsible for the security of all tools and equipment assigned. Must assure that all tools are used properly to prevent damage to equipment or injury to self or others. Must keep tools in good working condition.

Must know various trade practices well enough to be able to carry out work to completion, even when there are no written or oral instructions as to the specific procedures. Must have proficient knowledge and experience with the Building Officials and Code Administrators (BOCA), Occupational Safety and Health Administration (OSHA), Joint Commission (JC), and National Fire Protection Act (NFPA) codes as well as the American Disabilities Act. Must be able to read and interpret VA regulations including memorandums and policies. Must be capable of understanding manufacturer's guidelines and manuals. Must have sufficient education with a substantial understanding of mathematics to facilitate the calculation of materials needed, including quantities, sizes and types. Also to provide for accurate measurements within the installation process and to account for man-hours and job costs on work orders.

Must have knowledge and experience in accepted surface preparation, coating methods and coating techniques. Must know how to buildup, shape, fill holes, and level surfaces with materials such as putty, spackling compounds, etc. Must be able to read and apply directions that relate to various kinds of coating materials such as solvents and precoating agents such as paint, varnish, epoxy, and Teflon and paint remover. Must have skill necessary to apply coatings using accepted methods such as brushes, rollers and spray guns.

Must be capable of using all tools common to carpentry and basic knowledge of the masonry trades and others as appropriate, such as power saws, planers, joiners, lathes, grinders, tool sharpening equipment, drills, and mixers. Must be able to plan ahead for needed materials, tools, help, etc. for any job as required. Must be able to participate in the problem resolution process as it pertains to the specific trade. Must work with other trades, such as electrical, air conditioning, plumbing, etc. on a routine basis, to facilitate a complete job. Incumbent is required to review drawings as necessary to assist the Project Engineering Department. Must be able to read technical documents that relate to building construction to monitor contractor performance. Must be alert and possess initiative to think and exercise good judgment necessary to assure that work is of a good quality and is efficiently accomplished.

Work Schedule: Monday -Friday, 7am - 3pm. Must have the flexibility to work outside the normal tour of duty which may include weekends and holidays.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards .

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements. Heavy physical efforts are required. Must be able to lift heavy objects, walk, bend, stoop, climb, crawl and stand on feet for extended periods of time. Must be able to work in tight and restrictive spaces such as under buildings, under equipment, in attics, in tunnels, etc., and at high elevations such as on roofs, scaffolds, ladders, in towers, etc., in excess of 30 feet. Incumbent works in tiring positions for prolonged periods. Position work requires frequent standing, bending, stooping, crouching, and arm movement. Position sometimes do position work in cramped areas, on temporary platforms, and overhead and frequently lift and carry items weighing up to 20 kilograms (45 pounds). Position may occasionally lift heavier items with assistance.

Working Conditions. Employee must be able to work under stressful conditions typical to the hospital environment. Often employee must work in confined and poorly ventilated areas, both inside and outside. Incumbent is subject to working in all types of weather including inclement weather as employee is deemed essential to the vital function of the hospital. Employee is subject to various conditions that may result in burns, abrasions, cuts, and working in areas that are hot, cold, damp, dusty, dirty and potential for coming into contact with contaminated articles. Subject to possible injuries from falling off of ladders, scaffolds, etc. Employee is required to wear all personal protective equipment assigned to him as each situation warrants, such as eye, hearing, head, feet and respiration protective devices. Incumbents usually work in woodworking machine shop areas or other enclosed areas which are sometimes unheated. Position is frequently exposed to eye, skin, nose, and lung irritations from glue, bonding chemicals, vapors, splinters, and sawdust. Position is also frequently exposed to the possibility of receiving cuts and serious injuries, such as loss of fingers, from accidents while operating woodworking machines. To minimize or eliminate the effects of some of these conditions, the position follows numerous safety practices and wears or uses various protective devices. For example: wears protective eyeglasses or a face mask to protect against flying wooden particles; wears protective ear devices to lower noise; wears a respirator to protect against sawdust and vapors; uses machine guards to protect against cuts and loss of fingers; follows numerous safety practices in operating machines and using tools and equipment. Some of the protective devices used by the position are uncomfortable and are worn for long periods.
