Responsibilities

The Deputy Division Chief - Customer Service & Vetting Division:
  • Establishes and maintains relevant controls and feedback systems to monitor Division operations.
  • Reviews performance data that includes financial, statistical, activity reports and spreadsheets to monitor and measure productivity, goal achievement, and overall effectiveness.
  • Fosters a spirit of teamwork and unity among staff that allows for disagreement over ideas, conflict and expeditious conflict resolution, and the appreciation of diversity as well as cohesiveness, support, and working effectively together to enable each employee and the department to succeed.
  • Leads employees using a performance management and development process that provides an overall context and framework to encourage employee contribution and includes goal setting, feedback, and performance development planning.
  • Provides effective performance feedback through employee recognition, rewards, and disciplinary action, with the assistance of Human Resources, when necessary.
  • Manages the preparation and maintenance of reports necessary to carry out the functions of the department. Prepares reports, policy papers, spreadsheets, presentations (in all formats, delivered in writing or orally) for management to track strategic goal accomplishment and aid in decision-making.
  • Communicates regularly with other managers, the Office Director, and other designated contacts within the organization.

The Deputy Chief provides supervision and direction to two teams (12 Division staff) to meet expectations for productivity, quality, continuous improvement, and goal accomplishment in accordance with the organization's policies and procedures. Each team has a distinct mission: 1) the Vetting Team manages the screening/vetting of FMCSA entities (e.g., motor carriers, brokers, freight forwarders) to ensure only safe entities operate in interstate commerce. The Vetting Team currently investigates 67,000 entities every year; and 2) the Customer Service Team manages the operations of the FMCSA Contact Center 1-800 number via a multi-million contract with over contract 200 employees and provides customer service support throughout the Agency.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience leading, managing or supervising a team to promote staff improvements and ensure accountability.
  • Experience applying project management principles, analytical and evaluative methods, and techniques concerning program operations.
  • Experience coordinating with stakeholders to ensure objectives and milestones are established and achieved.
  • Experience communicating technical information and contract negotiations through briefings and presentations, preparing reports to respond to requests from Congress, senior Agency management and other agencies.
