Summary

As a Equal Employment Specialist at the GS-0260-11, you will be part of the Agency Oversight Division (AOD), Office of Federal Operations, Equal Employment Opportunity Commission. The incumbent will serve as a special liaison to federal agencies and internal and external Partners to strengthen the Federal Government's EEO Program.

Responsibilities

  • Develops and provides technical guidance to Federal agencies pursuant to Title VII, as amended, Section 501 of the Rehabilitation Act of 1973, as amended, other related laws, Executive Orders, and EEOC regulations and directives.
  • Provides technical guidance to Federal agencies concerning their completion of annual reports (e.g., MD-715) and affirmative employment/action plans.
  • Reviews Federal agencies' annual plans and accomplishment reports for consistency with statutory and regulatory requirements, and in determining areas in need of adjustment or revision to achieve compliance.
  • Provides on-going direction to EEO officials concerning the technical and administrative aspects of the EEO complaints system, consistent with EEOC regulations and management directives.
  • Works with supervisor to provide Federal agencies technical assistance on topics, such as the barrier analysis process, the EEO complaint process, the anti-harassment procedures, the reasonable accommodations procedures, and the ADR procedures.

Qualifications

For the GS-11: You must have at least one year of specialized experience equivalent to the GS-9 grade level in the federal service. Specialized experience includes experience performing work that assists in analyzing complaints of discrimination to determine technical sufficiency and available options for resolution; assists with the development of EEO Programs, coordinating activities, program planning, reports and other EEO related functions with stakeholders, and applying the principles, concepts, legal requirements, and methodology of EEO programs to perform assignments.
OR
You must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts.
OR
You must have a combination of experience and education. Specifically, you have less than the full amount of specialized experience required but have more than 2 years of graduate level education with a major or subject area related to the position to be filled.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level.
