Responsibilities

  • Provides COR support to the Team Lead of the Software License Management team.
  • Contract Packages, and Budget related items.
  • Provides administrative support such as maintaining the IT CPIC role and any investment practices related to Software such as support for TBM and cost allocations.
  • Expert skill in written and verbal communication to prepare complex reports, administrative documents, policies and procedures, and to solicit and present information and gain the cooperation of others.
  • recommends additional policy and procedures or modifications to g guidance to improve the efficiency and effectiveness of managerial operations.

Qualifications

The position of Management Analyst falls within the 0343 occupational series. To qualify for this position at grade GS-12/13, you must meet Time-in-Grade requirements by 11:59 pm EST on 05/17/2021.
Management Analyst-0343-12:
Have one year of specialized experience, equivalent to the GS-11grade level in the federal service, to include coordinating and/or managing software licenses; developing workforce planning strategies; and applying analytical and/or research techniques to conduct special projects or comprehensive studies to evaluate and resolve operating issues or problems; and evaluating study plans and resources data analytics.

Management Analyst-0343-13:
Have one year of specialized experience, equivalent to at least the GS-12 grade level in the federal service, to include applying qualitative and/or quantitative analytical techniques to study and improve the effectiveness of IT management processes (i.e., Software Asset, Data Call); organizing and maintaining the lifecycle of software asset inventory; and overseeing automated data ticketing and tracking system (i.e., ServiceNow) activities.

Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
