Responsibilities

Applications received as a result of job fairs, recruitment events, and emergency hiring mechanisms in support of this hiring initiative will also be accepted during open and closing date of this announcement.

As an Economist in the Workforce Analysis Branch, you use economic models, forecasting techniques, and statistical methods to analyze the health care market and its associated labor force characteristics.

Your major duties and responsibilities include:
  • Planning, designing, and conducting original research and statistical analysis on the characteristics of the US health care workforce and health services.
  • Supporting the methodology development and improvement of data used in statistical models, which attempt to reflect or reproduce the functioning of the healthcare system and its component markets including the effects and interrelationships of demand and supply.
  • Identifying and analyzing suitable sources of data including survey data and other large publicly accessible data sets.
  • Formulating, planning, and executing various research studies using expertise in one or more statistical software packages (e.g., R, Stata, SAS) and numerous data sources that must be compiled and coordinated.
  • Preparing and presenting results in reports, which state research methodology and pertinent findings for use in informing Federal public health care policy direction.

QUALIFICATION REQUIREMENTS:

OPM INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR) FOR ECONOMIST, 0110 SERIES:

A.
DEGREE: Bachelors or graduate/higher level degree in economics, that included in that degree at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. Your unofficial transcripts must show these required semester hours. A copy of your diploma is not acceptable for education verification.

OR

If you do not meet the requirements for option A, you may meet the requirements for option B below. You must still provide unofficial transcripts that support the courses equivalent to a major in economics and your resume must clearly demonstrate qualifying experience. Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions.

B. COMBINATION OF EDUCATION AND EXPERIENCE: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

Examples of qualifying experience to meet the OPM IOR include:
  • Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
  • Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
  • Teaching assignments in a college or university that included both class instruction in economics subjects and one of the following:(1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
  • In addition to meeting option A or B of the OPM IOR stated above, in order to qualify for this GS-13 position your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

    Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

    Examples of qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:

    Applying economic, econometric, and statistical principles and concepts to conduct research and analysis, and preparing factual reports, summaries, etc. based on results; providing technical advice and guidance to internal and external stakeholders to ensure the application of sound economic principles and effective quantitative research methods are used to investigate various complex topics; and, using statistical software packages (e.g., R, Stata, SAS) to conduct large data set manipulations and analyses of data sets.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
