Summary

This position is located in Office of the Assistant Administrator for Policy, International Affairs and Environment APL), Office of Aviation Policy & Plans (APO-1), Economics Analysis and Forecasting (APO-2E), Economics Analysis Division (APO-300). Serves as an economist for the Economic Analysis Division. APO-300 is responsible for conducting regulatory impact analyses and other economic analyses of FAA regulatory and policy initiatives to advance a safe and efficient aerospace system.

Responsibilities

Performs a mixture of routine and multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as an individual contributor and/or member of a team. May perform some leadership functions for small projects/programs/teams.

Conducts economic analyses of proposed and final regulations, assists with developing regulatory analyses to form FAA policies, goals and priorities, conducts economic studies of FAA-regulated industries as a basis for developing baseline trends, and develops economic methods for use in regulatory impact analyses.

Applies experience and detailed technical knowledge applicable to his/her discipline to plan and accomplish assignments. Reviews OMB, DOT and FAA guidelines and criteria for agency economic analysis and represents the office in economic analysis matters on assigned projects. Develops FAA regulatory impact analyses that meet current requirements under law and executive orders, such as the Administrative Procedure Act, the Regulatory Flexibility Act, and Executive Order 12886 Regulatory Planning and Review.

Assists with conducting economic analyses for FAA rulemaking projects to promote safety of aircraft and the aviation and commercial space industries. Participates in the Aviation Rulemaking Advisory Committee and Aviation Rulemaking Committee. Serves as member on interdisciplinary rulemaking teams. Provides support in coordination with management to establish and meet agency rulemaking schedules.

Contacts are primarily internal to the organizational unit, major subdivision, and LOB/SO, with some contact with customers and external organizations. Contacts are typically intended to share information, provide data and/or written analyses, and discuss the statuses of assignments. Participates in the Division's Continuous Improvement Team to assist in implementing best practices and enhancements to processes, procedures, and work instructions resulting from lessons learned, DOT and OMB guidance. Provides support and assistance for technical and non-technical reports, memorandum, and materials for briefings and presentations on economic findings.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G, FG/GS-9 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as: Experience authoring or co-authoring a published or unpublished economic research paper applying quantitative and econometric techniques to collect and interpret data and/or develop new economic models. OR

Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may also qualify on the basis of education as follows:

GS-11 Three years of progressively higher level graduate education leading to a Ph.D degree or equivalent doctoral degree in economics or a related field.

Applicants may qualify by combining education and experience provided the combination of experience and education is equivalent in complexity to the next lower grade in the Federal service.

Basic Requirements
  • Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

    OR
  • Combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.

  • If you are a current or former Federal employee, and you currently hold or previously held a position classified in the 0110 occupational series, you are not required to submit a college transcript provided you upload a copy of the SF-50, Notification of Personnel Action, verifying your classification in the 0110 occupational series.
