This position serves as a Program Manager within the assigned organization. Incumbent develops all AFN emergency management plans, serves as an SME on EM/emergency preparedness, and maintains the AFN Continuity of Operations plan (COOP) and program, and manages the FAA Reconstitution Team operations.

The Incumbent serves as an Emergency Management (EM) Program Manager for the Office of Finance and Management (AFN). Develops and reviews all AFN emergency management plans that address natural and man-made disasters (notice and no-notice events), including plans and procedures developed by the AFN Functional Areas (FA), [Office of Financial Services (ABA), Office of Acquisition and Business Services (ACQ), Office of Information and Technology Services (AIT) and the Mike Monroney Aeronautical Center (MMAC)].

Serves as the AFN Subject Matter Expert (SME) on EM/emergency preparedness and represents AFN on FAA EM and emergency preparedness-related working groups and committees. Represents AFN at various FEMA and DOT interagency classified meetings and conferences which address the complex functional issues affiliated with consequence management. Ensures AFN is prepared to respond 24x7 to incidents of national significance and other situations as required.

Maintains and manages the AFN Continuity of Operations plan (COOP) and program in support of the FAA Order 1910.1K - FAA Continuity Program to ensure AFNs' ability to maintain its' critical functions in support of the FAA mission. Develops and maintains an AFN Devolution Annex to the AFN COOP Plan to ensure the continuity of AFN leadership regardless of the incident/emergency.

Coordinates with AFN FAs ensure the development and maintenance of FA continuity program documents that support the AFN COOP program. Reviews and evaluates AFN FA COOP and EM plans for accuracy, consistency, completeness and operational capability. Participates in planning for, and responding, to national security special events.

Facilitates the development and management of plans, policies and procedures that address continuity and contingency operations, crisis management, and emergency operations. Develops and submits reports/updates on status of AFN operations and personnel during emergencies/incidents as required. Supports the FAA and DOT emergency management programs in accordance with all relevant guidance, to include Executive Orders, and DOT/FAA Directives, Orders and other policies.

Maintains AFN EM and preparedness plans, policy and procedures, to include test, training and exercise (TT&E) activities, to ensure that all requirements are met and remain current. Maintains and manages the FAA Reconstitution Program to support the FAA Order 1910.1K­ FAA Continuity Program.

Manages the FAA Reconstitution Team operations. Implements approved standard operating procedures (SOPs) addressed in the FAA Reconstitution Plan. Coordinates with Internal/external partners to conduct facility and infrastructure damage assessments and recovery operations. Coordinates with internal FAA offices to facilitate the return of personnel, equipment, and records from alternate location(s) to the FAA HQ or new facility(ies). Serves as the Reconstitution Liaison with FAA Continuity Cadre, Crisis Response Working/ Crisis Response Steering Group (CRWG/CRSG) and DOT.

Maintains an AFN Emergency Management Plan codifying AFN organizational roles and responsibilities ensuring AFNs' is ready and able to support FAA emergency response and recovery activities. Serves as the AFN Emergency Notification System (ENS) Lead/Organization Administrator. Manages and maintains the AFN ENS Standard Operating Procedure governing AFN use of ENS. Approve and grant use/access to of ENS to Functional Area personnel. Represent AFN at ENS Working Group meetings. Directs and approves AFN use of ENS to communicate with and account for AFN employees during an emergency event/incident.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS 13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Experience formulating and maintaining contingency/emergency plans in accordance with nationwide policies. Experience applying and maintaining transportation emergency response methods, practices and standards and/or procedures related to multi-modal networks of transportation systems.
