This position:
  • Serves as site admin for multiple websites, including the NIST intranet.
  • Uses the Drupal content management system and other technologies and software to create effective, readable, and accessible web pages that present the best possible end user experience.
  • Uses technical savvy and content best-practices to foster an engaging and useful intranet for NIST staff.
  • Monitors how users are engaging with the intranet, and assists with resolving user-related and content-related problems.
  • Troubleshoots web page/CMS issues experienced by NIST staff.
  • Provides technical support for web-based systems used by NIST staff.
  • Organizes, styles, and posts web content.
  • Serves as site admin for multiple websites, handling user permissions, bug tracking, and new feature testing in coordination with software developers.
  • Monitors web analytics and customer satisfaction data.
  • Recommends actions to improve service, usability, and engagements.
  • Trains new users on the Drupal CMS platform and other web-based systems.
  • Creates end-user documentation for web systems and related procedures.
  • Provides customer support using written, oral and visual communications skills.
  • Collaborates productively with the Office of Information Systems Management (OISM) technical IT team to meet customer needs in the most appropriate and efficient way possible.
  • Keeps up-to-date with current technological and software developments that are relevant to end users.
  • Establishes positive relationships with NIST technical staff members and other NIST stakeholders.

Basic Requirements

This standard allows eligibility through meeting either the requirements specified in the section titled Education OR the requirements specified in the section titled Experience.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. All academic degrees and coursework must be from accredited or pre-accredited institutions.

Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of:

a. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum;


b. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed by the Association of College Honor Societies . Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.


Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the basic requirements, applicants must have one year (52 weeks) of specialized experience equivalents to at least the GS-5 level (ZP-I at NIST). Specialized experience is defined as experience working as a site admin and web content author, including experience in creating modern, mobile-responsive web pages.

Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.

Additional information

The physical worksite for this position is located in Gaithersburg, MD. However, the Director's Office is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100% telework schedule. The position's telework schedule will likely change in the future when the Director's Office moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement. Non-compliance with the supervisor's telework-schedule requirement could result in adverse action, including separation.
