The Division of Data (DOD) is headed by the Chief Data Officer and serves as the leading authority on the Commission's data strategies. The Division is comprised of two branches, 1) Data Policy and Standards and 2) Data Operations. This position is located in the Data Standards and Architecture Section, Data Policy and Standards Branch, Division of Data, of the Commodity Futures Trading Commission (Commission or CFTC).

If selected for this position, you will serve as a Supervisory Information Technology Specialist in the Data Standards and Architecture Section with the following responsibilities:
  • Analyzes the impact of proposed CFTC policies, actions, and regulations as they relate to data collection and reporting efforts and associated policies and procedures. Assists with systems development plans and resources to effectuate high quality data to support Commission goals.
  • Works collaboratively with the data/ information architects, database administrators and project managers to develop and implement an overall information management strategy. Drafts, implements, and updates a Commission wide data strategy based on the vision and guidance of the Chief Data Officer.
  • Oversees the development of Commission-wide policy, procedures, and guidance for complying with the technical requirements of information architecture review activities. This includes providing guidance and support of the development and/or modifications of policy, guidelines, and procedures and the continuous assessment of the Commission's information architecture needs to meet the Commission's evolving regulatory policy.
  • Supports all offices throughout the Commission in the acquisition, creation, and utilization of data to support key business functions. Works closely with other federal IT organizations to leverage best practices for project management and data standards, architecture, and reporting.
  • Ensures that efforts are coordinated with the other DOD services to harmonize objectives and provide integrated services to the CFTC. Ensures that developed solutions conform to established standards and in cooperation with the functional area coordinators for data regulations and policy, database administration, IT architecture, security, training, and configuration management.
  • Assists the Deputy Director in in applying relevant data standards to reporting regulations and other data collection efforts and applies appropriate data architecture techniques. Collaborates with other areas of DOD as needed to develop a high-quality data culture and work in teams to ensure that the entire ecosystem of data regulations, standards, and ingest are appropriately planned and implemented to generate data for the CFTC mission in an efficient manner.
  • Provides expert direction and guidance on all matters related to data modeling and data collection under the CFTC Enterprise Architecture. Responsible to ensure all information collections and data models are under the Enterprise Architecture. Responsible for the maintenance CFTC Enterprise Data Model in the current Enterprise Architecture. Responsible for adherence with relevant Federal regulations and other data requirements, such as the Evidence Based Policymaking Act.
  • Contributes and oversees contributions to the development of an enterprise architecture strategy and performs assessments of current data architecture. Develops and implements detailed analyses of current and projected information architecture review and management processes, methods and services, administrative operations and support functions, and policy, procedural, financial and program requirements.
  • Advises senior Commission officers in DOD and other divisions on the approaches and potential issues and concerns related to the information management and data architecture programs. Prepares and presents comprehensive reports and informs senior officials of relevant programs or critical issues and necessary solutions.
  • Leads DOD and Commission wide efforts in data governance activities and generates relevant policies and procedures, in conjunction with other associated parts of the CFTC, concerning data collection, access, protection, response to misappropriation, and retention. Develops and oversees the development of the CFTC-wide Data, Information Management and governance policies in accordance with the accepted principles of data and information architecture and best practices.
  • Provides technical expertise to the Deputy Director, Division Director and other senior Commission officials regarding data reporting matters related to the oversight of regulated entities.
  • Assists the Deputy Director as a liaison for the Division in communications and strategy discussions with other Commission divisions regarding corresponding data collection

Specialized Experience - You must have 1 year of specialized experience equivalent to the CT/GS-14 level in the Federal service or equivalent. Examples of specialized experience include:
  • Managing/overseeing a team dedicated to the delivery of technical data architectures;
  • Using Project Management Life Cycle knowledge to identify ways to reduce costs and raise productivity and efficiency over the life of a program area;
  • Developing measures in order to assess existing information management processes, policies, and systems, and implementation of these measures;
  • Leading the development and maintenance of information management and data architecture programs;
  • Developing guidance and standards for data and information architecture best practices; and
  • Serving as a subject matter expert to senior officials on data modeling, collection, standards, and architecture issues.


Additional information

One year supervisory probationary period may be required.

Relocation. Relocation expenses will not be paid.

Time-in-Grade. You must meet time-in-grade requirements within 30 days of the closing date of this announcement.

  • Information Technology Program Management - Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).
  • Contracting/Procurement - Knowledge of various types of contracts, techniques, or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.
  • Data Management - Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes.
