Summary

As the Supervisory Instructional Systems Specialist, you will lead curriculum management and instructional development teams in all aspects of training analysis, design, development, initial implementation, and evaluation.

One vacancy will temporarily be filled, to be located in either Washington, DC; Dallas, TX; or Chicago, IL.

Responsibilities

As the Manager, Instructional Analysis and Design, you will:
  • Serve as head of instructional analysis and design for training needs analysis and ongoing course maintenance, solutions design and design documentation and just-in-time training functional groups.
  • Serve as technical subject matter expert for solution-wide application of the Instructional Systems Development process.
  • Manage course identification and documentation process for accreditation.
  • Develop and implement instructional design standards, processes, and measurements.
  • Suggest review, and approve design specifications and technical requirements.
  • Perform a variety of administrative and supervisory duties, including: preparing reports, creating and maintaining project plans, developing instructional strategies, maintaining and tracking budget, conducting performance appraisals, and developing staff.

  • This is a temporary promotion or detail not-to-exceed 1 year. If selected, you will return to your current position and pay when the temporary assignment ends.

Qualifications

You must meet the following requirements within 30 days after the closing date of this announcement.

Basic Requirements:

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.

2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.

3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.

4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.

5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Specialized Experience:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level in the Federal service. To qualify for the NB-VI level, you must have specialized experience equivalent to the next lower level, NB-V. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of specialized experience for this position include:
  • Designing and developing training materials; AND
  • Reviewing job tasks and gap analysis to identify customer needs and training requirements; AND
  • Leading a team towards achieving objectives and goals.


The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
