Responsibilities

Procurement Technician/ PD#60042A
The incumbent serves as a Procurement Technician performing a wide variety of procedural, technical and administrative work in support of contract specialists, officers and administrators. Work typically involves a variety of contract types such as fixed price, task orders, blanket purchase agreements, and basic ordering agreements. Activities include (but are not limited to) monitoring/generating contract correspondence; monitoring/executing routine contract administration actions (such as payments, procurement requests, coordination with CORs); tracking and updating contract milestones; establishing contract files; scanning and maintaining e-CMS file documents; preparing work load reports; and coordinating contract reporting within the program/network.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Specialized Experience GS-07:

Applicants must have One year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Works within established policies and procedures to complete a wide variety of administrative tasks (e.g., constructing new contract files, reconstructing incomplete contract files, reviewing contract files for completeness against established indexes and checklists, etc.). Works within established policies and procedures to complete a wide variety of administrative tasks (e.g., performing market research, pre-award surveys, past performance reference checks). Gathers and organizes contract information as requested by the procurement staff (e.g., documentation required to respond to protests, claims, inquiries, freedom of information act requests, etc.). The incumbent provides technical support and assistance to contracting personnel. performs a full range of administrative functions in support of the NCO within the NCO along with support to the customer base with continuing responsibilities for ensuring that the daily operational functions are carried out as efficiently and effectively as possible. The incumbent provides technical support. Update order status in all appropriate electronic contract systems. and assistance to contracting personnel.

Competency 1 - Ability to communicate with a wide range of contacts including internal and external customers to provide guidance on procurement related issues, obtain pricing information and quotes, and follow-up on delinquent deliveries.

Competency 2 - Knowledge of computer systems, VISTA, Electronic Contracting Management System (eCMS), Financial Management, (FMS), IFCAP, Fedbizopps, Microsoft Office programs, including the use of these programs to develop statistical reports.

Competency 3 - Ability to independently perform numerous tasks and assignments to completion simultaneously

Competency 4 - Ability to research and resolve purchasing problems.

Competency 5 - Ability to read and interpret regulations and written policies
related to procurement activities.
