Summary

Serves as a Senior Budget Analyst with responsibility for performing a wide variety of professional, administrative, and analytical duties related to the formulation, justification, presentation, execution, and reviews of the budget for the Federal Transit Administration (FTA). Reviews, analyzes, and interprets legislation, appropriations language, OMB directives, and Department of Transportation guidelines pertaining to the agency's budget.

Responsibilities

As SENIOR BUDGET ANALYST, you will:
  • Provide advice and recommendation on all aspects of the budget to agency executives, program officials and managers.
  • Manage the execution of FTA's budgetary resources including reviewing and making recommendations for approval of office spend plans, determining allotment levels and implementing effective spending constraints and planning.
  • Review, analyze, and verify budget estimates submitted by agency program managers, for accuracy of technical treatment and format, mathematical accuracy of supporting justifications and tabulations, and conformance with budgetary guidelines and concepts.
  • Draft and review budgetary policy and procedural guidance (e.g., for budgetary estimates and justifications) for issuance to program managers and regional offices.
  • Draft analyses that examine the impact and significance to the Department's budget of new or revised legislation, procedures, and program requirements.
  • Assist with the development of proposed appropriations language in consultation with the Office of the Chief Counsel in support of new or revised program and budgetary requirements.

Ideal Candidate Statement: This position is perfect for a senior level official who (1) has worked closely with the Office of Management and Budget and Congressional Appropriations Committee staff; (2) has expert verbal and written communication skills and is able to interpret complex budgetary issues for use in justifying and executing budgetary resources; and (3) has expert knowledge of the Federal Budget process and budget concepts and its impact on an agency's mission, programs and operations.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

  • Qualifications

    To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

    To qualify for a GS-15, you must have at least one full year of specialized experience equivalent to the GS-14, it must include:
    • Experience administering the process through which budgets are developed, transmitted, presented, and examined by OMB, and reviewed by Congress.
    • Experience applying the Congressional budget process and budget presentation, and strategies to develop and consolidate or edit program justifications and supplementary data in accordance with OMB policies, directives, and regulations, and to prepare and brief senior managers and other witnesses scheduled to testify on behalf of the budget request.
    • Experience with agency grants programs and financial systems, and formulating, interpreting, and implementing legislation and policy guidance to determine the effects on programs and budget, and providing advice and guidance to senior management.
