The incumbent serves as a Financial Systems Analyst in, Wholesale Securities Services, Bureau of the Fiscal Service. The incumbent is responsible for the execution of the auction process, financial and technical analysis, conducting special projects and working with automated systems in the office.

Responsibilities

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Coordinate with Treasury's Office of Debt Management and Office of Fiscal Projections, prepare official auction offering announcements with the terms and conditions of sale or buyback of marketable Treasury securities for release to the electronic financial press, dealer, institutional, retail, and sovereign investors. Ensure 100% accuracy and maintain strict confidentiality until offering announcements have been made public. Work closely with other staff members in a team environment to accomplish this task.
  • Participate in the development, management and maintenance of the systems that conduct the auction and comprise the commercial book-entry system. This includes such things as: developing a thorough understanding of the manual and automated processes; defining and writing requirements; conducting briefings and training sessions; identifying and recommending changes in the processes, systems, and accounting and processing controls; gathering and reporting on the status of projects; participating in the development of test scripts and subsequent testing; reviewing and improving on system documentation, operating procedures and users manuals
  • Review all bids for compliance with auction rules. Investigate auction violations to identify facts and determine disciplinary action. Contact investors and explain violations, ask for corrective action, and educate on auction rules. Develop and maintain relationships with audit, compliance and other staff at financial institutions that participate in the auction to develop partnerships and encourage voluntary compliance. Maintain database of all auction violations and produce monthly management reports. Provide training to internal staff and customers on auction rules.
  • Release auction results through electronic delivery mechanism to the financial press. Coordinate immediate posting of auction or buyback results to Fiscal Service's Internet website. Notify institutional, dealer, retail, and sovereign investors of the availability of auction and buyback results through Internet mailing lists.

Qualifications

You must meet the following requirements within 30 days after the closing date of this announcement.

For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. You must meet the specialized experience requirement for this position. Specialized experience for this position includes ALL of the following:

- Experience applying analytical techniques to identify and/or resolve operational issues or problems; AND
- Experience presenting findings, verbally and in writing, to varied audiences, exchanging ideas, and presenting recommendations; AND
- Experience automating processes with spreadsheets.

OR You may substitute education for specialized experience as follows: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.

OR You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. You must meet the specialized experience requirement for this position. Specialized experience for this position includes ALL of the following:

- Applying and following rules, and regulations, and procedures in order to convey financial and technical information to customers; AND
- Communicating verbally and in writing in order to make recommendations or provide instruction; AND
- Experience using and navigating among multiple systems and applications concurrently.

OR You may substitute education: successfully completed at least 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent) in an accredited college or university. OR have a bachelors degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

OR You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-09, you must have been at the GS-07level for 52 weeks.
For the GS-07, you must have been at the GS-05level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
