Summary

The position is located in the Office of Human Resources which provides a comprehensive program that covers position management and classification, personnel staffing and recruitment, pay administration, compensation and benefits, performance management, labor and employee relations, human capital planning and retirements.

Responsibilities

The incumbent provides operational Human Resources management advisory services and program support across multiple Human Resources functions, such as classification, position management, pay administration, recruitment and placement services relative to assigned organizations. Provides guidance and direction to managers on Human Resources issues. Provides counseling to employees regarding Human Resources programs.
Prepares Delegated Examining and Merit Promotion vacancy announcements, crediting plans, job analyses and works with management in performing outreach strategies to accomplish diversity and equal opportunity goals and objectives. Convenes and administers rating and ranking panels to ensure fairness and objectivity.
Evaluate and classify a wide variety of positions to assign title, series, pay plan, grade or level, and other classification characteristics to Federal positions. Evaluates proposed new positions for classification and position management issues and concerns. Conducts desk audits and prepares written evaluation statements. Independently resolves issues with management officials as appropriate.
Consults with supervisors, managers and other human resources specialists to jointly develop strategies and solutions for dealing with difficult and/or controversial human resources management issues and problems.
Collaborates with managers in determining short and long term recruitment needs and in developing effective recruitment methods and strategies.
Performs program analyses and develops recruitment and placement policies, standards, and regulations.

Qualifications

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:
A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to apply knowledge of a wide range of human resources theories, concepts, principles, laws, rules, regulations, precedents, and procedures related to position classification, staffing, and other related HR functional areas sufficient to identify interrelated problems, draw conclusions, and recommend appropriate course of actions; OR
B. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Human Resources Management, Public Administration, Business Management, or Law; OR
C. A combination of education and experience as listed above.
You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to develop vacancy announcements; conduct job analyses and develop crediting plans; make qualifications and eligibility determinations and issue certificates; process personnel actions; conduct position classification; develop position descriptions, prepare evaluation statements; work with management in performing outreach strategies to accomplish diversity and equal opportunity goals and objectives; advising management on established procedures and practices covering recruitment and staffing, classification, and pay administration; OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Human Resources Management, Public Administration, Business Management, or Law. OR
C. A combination of education and experience as listed above.
You may qualify at the GS-12 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability to provide advisory services on human resources issues; perform human resources operations work and human resources advisory services to supervisors and managers. Work with management on staffing, recruitment and pay setting, assist managers in developing job analyses, classifying positions in a variety of occupational series, conducting desk audits and preparing evaluation statements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
