Responsibilities

As FINANCIAL SYSTEMS SPECIALIST, you will be responsible for management and administrative duties related to establishing and maintaining an effective financial management system for controlling, monitoring, and reporting on obligations and expenditures of FTA funds. Responsible for problem identification, definition and analysis of the Federal Transit Administration (FTA) Financial Management System (FMS) and related subsystems. You will functions as a technical expert and advisor within the Office of Budget and Policy. At full performance level, the you will take on the full-time role as the program/system manager for the Help Desk function.

CONDITIONS OF EMPLOYMENT:

  • Qualifications

    To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

    To qualify for a GS-11, based on experience, you must have at least one full year of specialized experience equivalent to the GS-09, it must include:
  • Experience in management of customer support/administrative services (Help Desk) to support financial system management operations including identification, coordination, and resolution of financial problems.
  • Experience utilizing financial automated systems to evaluate financial data and maintain complete and accurate financial records.
  • Experience applying generally accepted accounting principles, financial management concepts, principles, and procedures.
  • TO QUALIFY FOR THE GS-11 on Education, you must have:
    • Ph.D. or equivalent doctoral degree
    • 3 full years of progressively higher level graduate education leading to such a degree

    You can also qualify based on a combination of specialized experience and graduate level education that will give you the equivalent level of knowledge and expertise. This must be fully supported by your resume and transcripts, provided with your application.

    Ideal Candidate: FTA is looking for a junior financial systems specialist with experience processing grant requests and managing a customer service helpdesk for financial systems. Be a part of our business processes that focus on customer service and financial systems modernization efforts that are designed to strengthen internal controls in the recording and reimbursement of FTA's appropriated to its customers.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Advanced knowledge and experience utilizing federal financial automated systems to evaluate financial data and maintain complete and accurate financial records.
  • Demonstrated experience in management of customer support/administrative services (Help Desk) to support financial system management operations including identification, coordination, and resolution of financial problems.
  • Knowledge of grant management, accounting, and financial principles.
  • Ability to provide audit assistance related to financial systems.
