This position is located in the Department of Justice (DOJ), Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), Office of Management (OM), Management Analysis Staff (MAS), in Washington, DC.

Performs as a high-level expert advisor to management with the primary responsibility for planning, coordinating, providing oversight, developing, analyzing, evaluating, and/or improving the efficiency of financial management, property, acquisitions or asset forfeiture programs and operations.

  • Conducts complex, in-depth studies where the boundaries are extremely broad and difficult to determine in advance. Conducts reviews, evaluate and recommend improvements in practices, programs, and mission areas.
  • Serves as an expert advisor and consultant to the Assistant Director (Management), the Deputy Assistant Director (Management), the Director, Deputy Director and Executive Staff on issues of concern.
  • Performs analytical and evaluative studies relating to various aspects of office functions and operations to develop and/or improve efficiency of operations, organization or management procedures.
  • Participates in special projects and serves as a team lead to address program deficiencies or other management matters requiring special attention, to include assisting the Chief, Management Analysis Staff in planning work to be accomplished based upon priorities and employee capabilities.
  • Analyze results of studies, identify specific problems, and prepare summarized reports, including recommendations for revision of processes to implement new procedures, and devise solutions to problems. Evaluate new programs and policy programs that impact Office of Management as a result of new legislation or changes in emphasis or priorities regarding Office of Managements mission.

To qualify for GS-14 candidates must also have at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the federal government.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.

Examples of specialized experience include: As it relates to the Directives Program, assess/improve program effectiveness, and complex management processes; expert advisory and consultative guidance to senior managers; performs analytical and evaluative studies, including recommendations for revision of processes or implementing new procedures; evaluate programs/operations, including applying fact-finding techniques and gathering clear factual data for complex studies or analyses; communicate knowledge of a wide range of complex management processes to a wide variety of audiences; consolidate complex information from multiple sources and prepare concise and brief material for upper management.
