Summary

This position is assigned to the Morale, Welfare, and Recreation (MWR) Recreation Lodging operation; Fleet Readiness (N92); Commander, Navy Installations Command (CNIC); Region Mid Atlantic, Yorktown. The incumbent manages daily MWR Recreational Lodging and Outdoor Community Recreation operations with the facilities accommodations which may include Recreational Vehicle (RV) Parks, Vacation Rentals and/or Campgrounds. This position may manage one or multiple accommodations.

Responsibilities

Housing Management duties comprise 45% of incumbent's time and include but are not limited to:

Operates a professional Department of Defense (DoD) Recreational Lodging operation, consistent with those services and amenities provided in a similar commercial business.

Oversees the day-to-day management and maintenance of the Recreational Lodging property and insures that all discrepancies are corrected in a timely manner.

Establishes and manages a proactive guest relations and communication program to achieve and maintain superb customer service ratings.

Manages Guest Comment Card Program; responds to and resolves guest issues.

Develops and implements a continuous marketing program to ensure a high level of occupancy year round.

Manages and is accountable for the Non-Appropriated Billeting Fund (NABF). Responsible for the efficient and proper use of all non-appropriated fund (NAF) resources, including funds, personnel, facilities, supplies and equipment.

Prepares and participates in the development and execution of the installation MWR Recreational Lodging business plan, annual budget and capital plan that accurately reflect the property's potential business plan.

Develops and implements rental rates.

Ensures proper budgetary and accounting policies are implemented, providing effective cost control measures so a minimum self-sufficiency of 100% is maintained for the program.

Manages and purchases Furniture Fixture & Equipment (FF&E), supplies and equipment to maintain the facility.

Reviews all financial documents for accuracy and forwards to the Fleet Readiness business office for processing. Establishes internal controls to protect income, property, vehicles, resale, supplies and records.

Reviews monthly financial reports, compares to budget, and provides execution explanations for higher-level local and regional review.

Partners with other MWR programs for awareness and cohesiveness in support of the enterprise mission.

Maintains accountability for the requisition, receipt, and storage of all inventory, consumable, non-consumable, minor property and fixed assets.

Coordinates with fiscal oversight during reviews of minor property and fixed assets.

Plans and implements renovations/repairs and reviews work in progress; primary liaison for recapitalization projects.

Performs regular analysis of projected projects and programs; considers operating budget, staffing requirements, plans trends, command mission and changing population.

Manages property information and consistency for the site, central reservations, and online bookings.

Ensures the cleanliness and maintenance of all assigned buildings and grounds; reports and manages to completions hazardous conditions to proper authority. Performs weekly, monthly, and annual inspections of all spaces within the area of responsibility, documenting discrepancies and ensuring prompt resolution.

Assists with the preparation and implementation of emergency plans, evacuation procedures, and clean up.

Prepares reports for higher authority and analyzes, evaluates and implements instructions and notices from higher authority.

Community Recreation Program Management duties comprise 30% of incumbent's time and include but are not limited to:

Oversees the Outdoor Community Recreation programs and equipment rental activities.

Follows program direction and guidance to ensure program compliance with established policies.

Develops annual NAF budget for the program.

Utilizes Systems Applications and Products (SAP) and Point of Sale (RECTRAC) programs for program and service utilization, sales, and financial tracking.

Supervisory duties comprise 25% of incumbent's time and include but are not limited to:

Participates in section staffing decisions.

Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

Conducts annual performance review, to include Individual Development Plan (IDP), for each staff member.

Provides immediate supervisory technical oversight for subordinates that may include NF-1, NF-2, and/or NA-2 positions and below.

Selects and oversees up to 2 volunteer camp hosts (RV Parks only) .

Qualifications

Resumes must include information which demonstrates experience, knowledge, skills, and ability (KSAs) as they relate to this position. Applicants are encouraged to be clear and specific when describing their experience level and KSAs.

A qualified candidate possess the following:

Knowledge of personnel policy and practices to handle human resources requirements in a government environment (e.g., recruitment, performance management, evaluation, etc.).

Knowledge of associated laws, regulations, and policies used by the DoD, Department of the Navy (DON) and other U.S. government agencies to effectively manage individuals and teams in the workplace.

Knowledge of CNIC's EEO policy and procedures.

Knowledge of the daily operations of a hotel or RV Parks to include safety; environmental and fire prevention regulations and practices; hotel management procedures; and front desk, housekeeping, and maintenance operating principles and practices.

Knowledge of an automated property management system(s) (experience with Epitome is desirable).

Knowledge of NAF budgeting; government procurement procedures; and fiscal, material, and cash management.

Knowledge of recreation management principles.

Knowledge of Department of Defense (DoD), Department of the Navy (DON) and CNIC policies and procedures governing the recreational activity.

Knowledge of training and certification requirements for all staff.

Skill in the use of Systems Applications and Products (SAP) and Point of Sale (RECTRAC) programs.

Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).

Ability to understand and utilize a wide range of military policies and regulations pertaining to often complex situations involving the planning, funding, construction, maintenance and utilization of government owned, leased, rented or contracted facilities.

Ability to recognize and define problems, identify alternative solutions, select the best course(s) of action, and submit suggestions or present useful new ideas to improve operations.

Ability to independently plan, develop, prioritize and manage continuing projects, operations and programs.

Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.

Ability to develop and effectively deliver presentations and/or training.

Ability to perform the full range of supervisory duties.

Ability to communicate effectively both orally and in writing, in English.

Ability to apply recreation management principles to a variety of complex work assignments.

Education

Undergraduate degree in Hospitality, Property Management, Recreation or other related field preferred.

Conditions of Employment Cont.:

Must have or be able to obtain and maintain a SECRET clearance for network access.

This position has oversight for an operation that supports guest 24/7. The incumbent must be available and accessible at various hours including evenings, weekends, and holidays as necessary to meet mission requirements.

Must have or be able to obtain and maintain a current driver's license, as travel to other facilities may be required within the normal scope of duties.

This position is eligible for situational telework.

Salary is dependent on experience and/or education.
