Summary

This position is located in the Civil Rights Division's (Division) Administrative Management Section (ADM), Office of Human Resources and Security (OHRS). In support of the enforcement responsibilities of the Division, ADM provides a diverse array of management and technical services. These services include, but are not limited to, human resources, budget formulation and execution, information technology, facility services, safety and security, and mail and file operations.

Responsibilities

The Civil Rights Division, Administrative Management Section, Office of Human Resources and Security, is seeking a Management and Program Analyst to provide services in human resources (HR) data management related program areas. The successful candidate will provide HR data management advisory, consultation services, and operating support to the Division. In this capacity, the incumbent will:
  • Serve as the HR data analyst for Division, and will track HR data for personnel assigned to the Division.
  • Consolidate, analyze, and maintain HR and HR-like information received from various sources.
  • Ensure timely and accurate personnel database management and report production to the Human Resources Officer and other senior leadership as directed.
  • Use consolidated database(s) to generate HR reports, graphs, and charts, and produce several recurring and non-recurring HR reports (weekly, monthly, quarterly).
  • Manage and provide oversight of the Division's HR data for such items as: analysis, future gains, arrivals, and departure transactions.
  • Serve as the Division's point of contact for all HR and HR-related Freedom of Information Act (FOIA) requests and data calls.
  • Coordinate and track all HR and HR-related data calls and FOIA requests to ensure suspense dates are met.
  • Prepare and review comments, as requested, and ensure data accuracy relative to the data calls/information requests.
  • Interpret rules, regulations, and procedures affecting HR programs as they relate to data calls and FOIA requests.
  • Track internal and external details for the Division, to include maintaining an accurate database that is capable of providing reports as requested.
  • Coordinate all Division internal and external details, to include determining points of contacts, preparing the Memorandum of Understanding (MOU), acquiring signatures, and providing status reports of all pending MOUs.
  • In addition to duties provided above, will perform other duties as assigned.

Qualifications

To qualify at the GS-13 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service or other pay system. Examples of specialized experience include: collecting and compiling HR metrics and data from a variety of sources including an human resources information system (HRIS) and payroll reports, management and employee surveys, exit interviews, employment records, and other sources; analyzing data and statistics for trends and patterns with attention to recruitment; preparing reports of data results; presenting and explaining findings to senior leadership; identifying and recommending reasonable short- and long-term goals, milestones, and benchmarks for key performance metrics; and communicating information about the systems and data to a variety of information users.

Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs ( e.g ., Peace Corps, AmeriCorps) and other organizations ( e.g. , professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE REQUIREMENTS: If you are a current GS employee applying for a higher grade than the grade that you currently hold, you must provide an SF-50 that shows that you have held the next lower grade for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate you have held the next lower grade for at least one year (e.g. General Adjustment SF-50 from this year). In many cases, we need to see two (2) SF-50s to determine time-in-grade and eligibility for promotion.
