Summary

The Historic Preservation Training Center (HPTC) is seeking a highly motivated, goal oriented and dependable individuals to serve in a primary leadership role supporting their preservation services and training programs. The HPTC is one of several national training centers in the National Park Service (NPS) that provides training and development for employees in the Historic Preservation and Facilities Maintenance NPS careers with locations in Frederick Maryland. .

Responsibilities

The major duties and responsibilities of the Supervisory Exhibit Specialist include but are not limited to the following:
  • Provides expert advisory services to HPTC project teams, team leaders, agency management officials, other agency program staff, and clients on complex issues pertaining to restoring, preserving, and maintaining historical structures. Evaluates HPTC programs and originates ideas for improvements and enhancements.
  • Identifies and resolves complex historical preservation/renovation problems. Troubleshoots the most complex and unique preservation problems for a wide variety of historic structures, sites, and/or landscape projects.
  • Prepares detailed and technical specifications for such preservation activities and directs such work when it is performed by others.
  • Develops, mentors, and ensures career development for those engaged in historic preservation/restoration work.
  • Administers reimbursable agreements with agencies, serves as a technical expert and provides administrative and program support to ensure that the expected level of contract performance is achieved or exceeded.
  • Formulates goals and objectives for specific reimbursable projects. Plans work to be accomplished by subordinates based on project work loads. Develops and suggests approaches to meet needs, outlines work to be accomplished, establishes milestones and assesses progress in meeting schedules.
  • Conducts final inspections to ensure quality and timeliness criteria are met.
  • Directs and supervises a staff of Exhibits Specialists, wage grade leaders and employees, and other HPTC employees (including Exhibits Specialist Interns). Plans, schedules and assigns the work of the unit based on priorities and deadlines; reviews completed work of subordinates.
  • Functions as a expert in historic preservation.

Qualifications

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). BASIC Requirements:
Undergraduate and Graduate Education: Major study -- illustrative design, commercial art, fine arts, industrial design, architecture, drafting, interior design, or other fields related to the position.

Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis.

General Experience (for GS-5 positions): Experience that demonstrated the skills and creativity needed to use the tools or equipment associated with the work. Because talent and creative ability are vital to successful work performance, samples of work or other suitable evidence of technical competence may be required. Unpaid experience that is pertinent should be credited based upon its relevance to the work of the particular position to be filled.

Examples of qualifying general experience include: design and construction of exhibits, posters, photographic displays, signs, or displays of art or technical equipment; preparation or mounting of museum specimens; wood carving, sculpting, illustrating, interior or industrial design; or the use of tools and techniques related to carpentry, plastics, sheet metal, electrical or electronics work, machining, painting, molding, or in making machines, apparatus, and instruments.

Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work in the appropriate field, e.g., design, modelmaking, art, taxidermy, or restoration.
AND

To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience include all of the following: Expertise knowledge of and skill in historic building construction, preservation, restoration, rehabilitation, stabilization, and reconstruction methods; Knowledge of Early American building construction materials and techniques; and Ability to anticipate the needs of clients, achieve quality and objectives, policies, directives, regulations, and guidelines.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the grade level(s) of this announcement.

Working Conditions: The work is generally performed in an office setting with adequate lightning, space, heating and ventilation yet may require periods of field work and exposure to all types of outdoor weather conditions, working from heights, confined spaces and noisy work environments.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
