Summary

The incumbent serves as an Auditor responsible for conducting audits, surveys and reviews associated with programs and operational activities carried out or financed by the AmeriCorps for the purpose of promoting economy and efficiency and preventing and detecting fraud, waste or abuse in its programs and operations.

Responsibilities

Conduct audits in accordance with generally accepted government auditing standards issued by the Government Accountability Office (GAO), generally accepted accounting principles issued by the American Institute of Certified Public Accountants, and the Quality Standards for audits and inspections and evaluations issued by the Council of the Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Auditing.

Conduct and/or coordinate audits and reviews associated with operational activities carried out or financed by the AmeriCorps and those of state government entities, non­ profit entities, and other organizations that receive federal funds from AmeriCorps for the purpose of promoting economy and efficiency and preventing and detecting fraud, waste or abuse in its programs and operations.

Comprehensive knowledge of audit, evaluation and accounting principles; general knowledge of the structure and processes of the federal government and working knowledge of AmeriCorps' operations and programs, missions, goals, and organizational structures in order to create new tools and systems to better accomplish the agency mission.

Comprehensive knowledge of Office of Management and Budget (OMB) and GAO policies, standards, regulations and guidelines and a working knowledge of the federal acquisition process for services under the Federal Acquisition Regulations

Prepare reports to the agency and senior management on findings and recommendations disclosed through audits, evaluations, and reviews. Monitor disposition of report findings to ensure proper resolution. Recommend changes in regulations, policies, and procedures on an agency-wide basis when areas are identified that might be conducive to possible fraud, waste and abuse.

Qualifications

IN ORDER TO MEET THE BASIC REQUIREMENTS FOR THIS POSITION, YOU MUST MEET ONE OF THE FOLLOWING:

A. Degree in accounting or a related field, such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

B. A minimum of 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. In addition, I have completed 24 semester hours in accounting or auditing courses, which may include up to 6 hours of business law.

C. A minimum of 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. In addition I have a certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. (You must submit a copy of your certificate or other proof of these credentials).

D. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement listed in response (A) above, however, I have successfully worked at the GS-09 level or equivalent, in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining. I understand that a panel of at least two higher level professional accountants or auditors will review my qualifications to determine that I have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph and, except for literal nonconformance to the requirement of 24 semester hours in accounting, my education, training, and experience fully meet the specified requirements.

IN ADDITION, YOU MUST MEET THE SPECIALIZED EXPERIENCE REQUIREMENT LISTED BELOW:

One year of specialized experience comparable in scope and responsibility to the mid-range of the NY-02 level, which is at, or equivalent to the mid-range of the GS-09 level in the federal service that demonstrated directly related experience coordinating, planning, and conducting audits, and applying audit techniques and applicable audit standards issued by the Government Accountability Office (GAO).

Such experience must be clearly documented in the applicant's resume.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience.

Education

You must submit evidence that any education completed in a foreign institution is equivalent to U.S. educational standards.
