You will serve as a SUPVISORY PROGRAM ANALYST in the Signature Reduction Branch, Fires & Effects Division, Operations Directorate, Office of the Commander of US FLEET CYBER COMMAND.

Responsibilities

  • You will lead, manage, and provide technical direction for all facets of the FLTCYBERCOM Signature Reduction Program (FSRP).
  • You will recommend, direct, or implement remedial measures and corrective actions for non-complaint activities.
  • You will represent the Navy?s near-term/long-range objectives and priorities to lead negotiations and coordination for SIGRED strategy, identity management policy, joint operational planning, and technology development initiatives with stakeholders.
  • You will provide technical guidance, assign, and schedule work/projects of subordinates to meet mission requirements.
  • You will execute the Joint Planning Cycle specify SIGRED requirements, cre?te courses of action (COAs) for cyber planning, identify and allocate resources, de-conflict cyber lines of operation, capture lessons, and refine areas according to findings.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 332 within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by:
  • Advising both internal and external senior leaders regarding the myriad of tailored cyber efforts that are key to accomplishment of Joint cyber objectives.
  • Overseeing the Navy information network operations, offensive and defensive cyberspace operations, space operations and signals intelligence.
  • Assessing and ensuring both existing and proposed program elements are in compliance with applicable Department of Defense (DoD) directives and guidelines.
  • Applying qualitative and quantitative metrics to inform the program development of new doctrine, policies, and guidelines for application to complex scenarios.
  • Researching new cyber trends, recourse utilization, and potential processes for more effective outcomes for Joint cyberspace operations planning.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, info cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
