Summary

This position is located in the Office of the Chief Financial Officer (OCFO), Associate Chief Financial Officer for Shared Services (ACFO-SS), Pegasys Financial Services, Application Systems Development Division.

As a Supervisory Financial Systems Analyst in the Division, the incumbent of this position is assigned responsibility for supervising the daily operations for their specific area of responsibility.

Responsibilities

  • Manages major financial systems development projects.
  • Directs and coordinates systems conversion and implementation activities, which are required because of new financial management systems development initiatives.
  • Directs and manages the activities of the Testing Branch in accordance with policy direction provided by the Director, Application Systems Development Division.
  • Reviews systems development proposals for completeness, cost effectiveness and conformance to existing policy and standards.
  • Provides technical systems expertise, advice, and assistance to senior management officials in developing and enhancing financial management systems.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Specialized Experience: One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with the particular competencies to successfully perform as a Supervisory Financial Systems Analyst: Coordinates major financial systems development projects; Conducts technical review, evaluation and selection of commercial vendor products or services to meet specific financial systems requirements. Experience with Momentum Financials, which is one of the federal financial systems used throughout the federal sector. Assigns work to staff based on priorities and difficulty of assignments; and Establishes appropriate procedures, goals and objectives in matters assigned to the branch. Experience testing and managing testers of financial systems.

Time in grade: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
