Summary

This position is located in the Food and Nutrition Service (FNS), Portfolio Management Division. As a Project Manager, the employee is responsible for providing project management services for selected projects. Project activities include planning, development and deployment of new functionality and enhancements to ensure success and client satisfaction while meeting required schedule, resource, and budgetary constraints.

Responsibilities

  • Coordinates and plans projects with subject matters experts, maximizing and leveraging resources. Monitors critical milestone ensuring delivery of completed projects within schedule and budget.
  • Establishes Systems Development Lifecycle methodologies, project management procedures, tools, and templates. Set priorities quickly focusing on critical priorities and eliminating obstacles.
  • Prepare status reports and technical program presentations for upper-level management and sponsors. Prepare contract specifications, logistics plans, procurement plans, and quality assurance plans.
  • Develops and maintains project files and documentation, develops and tracks project documents to include assessments, plans, tests, and operational procedures in accordance with records policies.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. To meet the GS-14, you must at least demonstrate one year of specialized experience equivalent to the next lower grade level GS-13 or pay band in the federal service or equivalent experience in the private or public sector that demonstrates knowledge in Information Technology Project Manger. Specific work experience must demonstrate in the following duties:
  • Establishing criteria for monitoring and evaluating the work of contractors and maintaining good customer relationships.
  • Monitoring project(s) progress, schedules and funding ensuring complex projects progress on schedule and within prescribed budget and mitigating project risk.
  • Conducting extensive investigation and analysis of largely undefined factors and conditions to determine the nature and scope of problems and to devise solutions.
  • Evaluating, monitoring, or ensuring compliance with regulations and establishes policies, procedures, standards and internal controls; manages change control.
A Project Management Professional certification, Certified Scrum Practitioner (CSP) or Project Management Institute's Agile Certified Practitioner (PMI-ACP), preferred. Must be able to obtain a Federal Acquisition Certification for Program and Project Managers (FAC P/PM) Level 3 and Contracting Officer Representative (COR) Level 3 within 2 years or employment.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified.
