Responsibilities

The Accountant performs professional accounting duties in the VHA Office of Finance, Resource Management and is responsible for the accounting and financial management, budget formulation, execution, planning and monitoring of all appropriation and accounts for of all VHA programs. Duties include but are not limited to the following:
  • Provides expert advice and assistance to VHA program offices and field stations relative to VHA operating programs in the application of accounting and financial reporting, policy, standards and procedures as well as analysis and problem solving of difficult and complex technical accounting matters.
  • Formulates reviews and recommends accounting and financial policy and procedures for VHA programs.
  • Drafts decisions necessary to clarify problems and strengthen VHA accounting and financial management regulations and policies.
  • Performs complex advisory duties associated with the management and control of VHA resources and or funds.
  • Prepares and supplies authoritative financial statement to VHA officials for informational and financial planning purposes.
  • Serves as VHA CFO Representative on boards, committees, task forces on policy and procedural matters pertaining to accounting and financial activities.
  • Plans and conducts broad financial studies to determine the requirement for updated financial information.
  • Evaluates and conducts long range studies to measure the effectiveness of VHA financial and accounting policies and procedures as the relate to financial management and accounting practices.
  • Makes recommendations addressing broad program, issues.
  • Prepares various VHA financial and accounting reports from a variety of sources identifying problem, areas and providing analysis and recommendations for improvement
  • Analyzes and develops plans for implementing VHA national policy issues.
  • Validates data entered into a variety of basic and specialized VHA accounting systems that are integrated into a large complex accounting system.
  • Provides expert advice on the interpretation of VHA account regulations and the impact of new legislation or program, initiatives on VHA programs.
  • Serves as an expert authority on reconciliation of integrated accounts for a variety of VHA accounting systems, accounting and financial reporting policies and procedures, and determines whether changes are needed for compliance.
  • Evaluates and refines VHA accounting and financial systems to determine the need for improvements, enhancements or new systems.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/21/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

This occupation has an Individual Occupation Requirement (IOR). Applicants must meet the following IOR:
A. Successful completion of a 4-year degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. TRANSCRIPTS REQUIRED.
OR
B. Combination of education and experience-at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24 semester hours requirement of paragraph A above, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with completion of a 4-year course of study described in paragraph A above; and (c) except for literal nonconformance to the requirements of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. TRANSCRIPTS REQUIRED.

GS-13
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identifying discrepancies and assisting field offices in correcting discrepancies; developing and implementing actions to ensure accuracy of financial data; preparing certification letters, analyzing responses, performing follow-ups; ensuring professional accounting practices are followed; providing on site technical assistance providing explanation and interpretation of technical issues; review audit findings and assist field offices in developing and implementing corrective actions; evaluating financial policies and recommending new or additional financial policy; knowledge of statutory changes and requirements on accounting and auditing; provides guidance on accounting reconciliations, asset capitalization, estimation and recording of liabilities.
GS-12
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience applying professional knowledge of accounting and related regulatory and statutory requirements to identify accounting problems in an automated accounting system; experience developing new accounting policies and standings; analyzing cost/benefit relationships; experience balancing subsidiary records and control accounts.
GS-11
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with accounting, auditing, travel, fiscal and financial management functions; resolving basic accounting problems including documentary deficiencies and inaccurate records and reports. OR
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD or equivalent doctoral degree in a related field or 3 full years of progressively higher graduate education leading to such a degree. OR
  • Combination: combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level. TRANSCRIPTS REQUIRED
