Summary

The Management and Program Analyst will provide support services to contribute to the mission of the U.S. Agency for International Development (USAID).

The mission of USAID is to accelerate human progress in developing countries by reducing poverty, advancing democracy, building market economies, promoting security, responding to crises, and improving quality of life. Working with governments, institutions, and civil society, the agency assists individuals to build their own futures by mobilizing the full range of America's public and privacy resources through its expert presence overseas.

In the fall of 2017 USAID embarked on an ambitious Transformation to shape the USAID of tomorrow and work towards ending the need for foreign assistance. Vital to the success of Transformation and advancing countries on their Journey to Self-Reliance was rethinking how the agency's core functions of partnering and procurement take place. To articulate the overall vision USAID developed an Acquisition and Assistance (A&A) Strategy, the first ever strategy for the agency, which was released in December of 2018. The A&A Strategy outlines a series of guiding principles for how USAID will do business.

The Management and Program Analyst will provide management analysis and monitoring and reporting services to M/OAA for Implementation reporting to the Director of M/OAA and taking day-to-day technical direction from the Deputy Directors of M/OAA and Special Advisors.

Responsibilities

Assist M/OAA with its management activities. By its nature it requires versatile skill sets to take on many tasks. Specifically, the Management and Program Analyst will support the following functions:
  • Additional Duties: Robotic Process Automations (RPA and Artificial Intelligence (AI) Initiative
  • Identify and provide essential development where RPA or AI can help expedite the A&A process
  • Develop process flow and requirements development skills to convey the customer needs
  • Development of user guides/FAQs/websites to communicate and train users
  • Manage customer relationships, finalize requirements jointly with customers, present periodic status, and project performance reviews
  • Responsible for all activities related to development, design, implementation, testing and deployment of RPA solutions, including code development as needed, like using UiPath technologies and emerging coding in the federal space
  • Expertise with harnessing Google applications and creating professional formatted documents and user friendly interface
  • Liaise with a team of developers with various skill levels
  • Responsible for team improvement activities
  • Maintain technical documentation and communicate concepts to team leads and develop/coordinate presentation to bureau leadership
  • Organize design reviews and code review
  • Provide support for improving agency systems using Salesforce
  • Provide general systems support across A&A tools
  • Provide management visuals of progress through dashboards and graphics, etc.
  • Provide general systems support for other systems operating outside of GLAAS that OAA manages. For example, ASIST/A&A Plan/DIS, etc.
  • Provide support in requirements developments and/or any kind of analytics or administrative system accuracy checks etc.
  • Assist and participate in analyzing program performance data to identify trends, issues, and problems
  • Assist senior specialists in conducting special studies or research projects related to specific program goals and issues
  • Support planning, developing, and conducting internal review studies of related line functions and/or programs with technically complex characteristics
  • Plan, schedule, and conduct analysis of project operations, procedures, and organizational structures, identifying problems or deficiencies and recommending ways to improve the effectiveness and efficiency of program operations
  • Produce and/or present information and findings in a variety of formats (e.g. articles, papers, studies, briefings, or other media, etc.)
  • Independently perform administrative management functions that service and/or fulfill several organizational requirements.
  • Apply existing and new policies, provide advice on requirements, maintain databases that reflect the fulfillment and/or status of administrative requirements and/or systems, prepare administrative paperwork, and maintain an awareness of the status of the organization's personnel actions
  • Draft correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues.
  • Provide advice and guidance to managers and employees on questions and situations related to the administrative services provided
  • Establish and maintain effective working relationships with agency staff, headquarters staff, state, and local officials, and/or private industry individuals
  • Follow guidelines and procedures to develop communication plans in support of an organizational program and review them for impact and effectiveness
  • Plan and conduct public meetings, briefings, and other activities in support of a program
  • Coordinate the development and release of information in substantive program areas, like press releases, fact sheets, newsletters, or other briefing materials.
  • Other Performance Management Tasks as assigned.
  • Design and maintain activity tracking mechanisms for use by MOC Subcommittee for Implementation internal operations
  • Other duties as assigned

Qualifications
  • Bachelor's degree in Business, Information Technology, or a related field, plus at least 3-5 years of specialized experience, assisting in:
  • Developing, reviewing, analyzing, and evaluating various operational management policies, strategies, directives, program plans, procedures, processes, and other systems to assess their effectiveness and efficiency and impact on programs
  • Applying analytical and learning methods to measure quality and efficiency to promote improvements to agency programs
  • Preparing surveys, visuals, presentations, talking points, various reports, and information on metrics and trends for various management and program systems
  • With a master's degree, the candidate may have 1-3 years of specialized experience in the above work areas.

Knowledge, Skills and Abilities
  • Project Management skills required, including knowledge of Project Management Software required
  • Experience in international development or humanitarian work and/or knowledge of USAID operations and policy desirable
  • Ability to obtain and maintain a USAID facilities access
