As a member of the Department for Safety and Environmental Management (SAFE), you will be leading efforts to engage our workforce and customers to advance our Safety Management System (SMS).

Metro's Safety Program is experiencing a transformation to become the industry-leader in the development and implementation of a robust SMS. The SMS is composed of four fundamental components: Safety Policy, Safety Risk Management, Safety Assurance, and Safety Promotion.

This subject matter expert will be responsible for leading the effort to advance Metro's Safety Rules and Procedures. This role includes maintaining rules, issuing temporary and permanent orders, refreshing processes and procedures, and contributing to Metro's Safety Standards Committee. Ideal candidates should have subject matter expertise in the areas of compliance, oversight, and management of operating and workplace safety rules designed to meet 49 CFR Part 200 series requirements Excellent written and oral communication skills as well as critical thinking skills are considered essential.

MINIMUM QUALIFICATIONS

Education
  • Bachelor's degree in Operations Management, Safety, Transportation, Business or related discipline.
    • In lieu of a Bachelor's degree, a high school diploma or GED and four (4) years' experience or, the Associates degree and two (2) years' experience in High Reliability Operations will be considered

Experience
  • Minimum eight (8) years of overall career experience working in High Reliability Operations, with minimum five (5) years of that experience specific to supporting railroad/transit operations
  • Proven experience developing, implementing, and overseeing compliance with RWP manuals is essential
  • Experience with Microsoft Office suite of tools (Word, Excel, PowerPoint, and SharePoint) is required

Certification/Licensure
  • N/A

Preferred
  • Demonstrated experience working in any variety of high reliability operations, railroad or transit operating departments

SUMMARY

The Safety Operating Practices Specialist is an essential role within the Operating Practices team in the Safety Department. Reporting to the Director of Operating Practices, the Operating Practices Specialist is regarded as a subject matter expert with hands-on experience in the area of Roadway Worker Protection (RWP). Specific RWP accountability includes developing and implementing on-track safety procedures that encompass working limits, train coordination, foul time, exclusive track occupancy, inaccessible track, train approach warning systems, supervision, and communication, among other areas. Experience developing, implementing, and overseeing compliance with RWP manuals is considered essential. Additionally, the incumbent supports transit or railroad operations; contributing to rules committees; writing and revising rules, processes, and procedures; issuing General Orders and Operating Practices Advisories; and implementing efficiency and proficiency testing programs. The incumbent is an effective problem solver that is capable of rendering rule interpretations, clarifying areas of ambiguity; and benchmarking based on previous experience and industry best practices. Experience with Quality Management Systems (QMS) or Safety Management Systems (SMS) is preferred. A working knowledge of the Microsoft Office suite of tools (Word, Excel, PowerPoint, and SharePoint) is required.

ESSENTIAL FUNCTIONS
  • Performs the review, edit, and re-write of rules, procedures and associated content related to transit/railroad rulebooks, especially the RWP manual.
  • Contributes to the Metro Safety Standards Committee. Helps prepare the agenda and facilitate the interdisciplinary safety standards committee in a manner that is efficient, organized and drives decision-making and results.
  • Applies problem-solving abilities to resolve issues related to rule and procedural conflicts, varying interpretations, ambiguity, and other issues.
  • Prepares and issues General Orders, Operating Practices Advisories, and regularly maintains assigned content from Metro's Safety Rules and Procedures Handbook.
