Summary

The U.S. Bureau of Labor Statistics is seeking a highly motivated and capable executive to serve as the Assistant Commissioner for Industrial Prices and Price Indexes. This position is located in the U. S. Labor Department's Bureau of Labor Statistics, Washington, DC.

Responsibilities

The incumbent reports to the Associate Commissioner for Prices and Living Conditions, who provides broad policy guidance and sets objectives to be jointly met by all price programs. Planning, coordination, and decision making for research and analysis are conducted on initiative of the incumbent subject only to general review.

In conjunction with the Associate Commissioner for Prices and Living Conditions, the Assistant Commissioner develops, plans, and directs the Bureau's broad programs of measurement and analysis of industry price changes in order to meet a wide range of extremely sensitive public and private needs. Programs directed provide estimates of the magnitude, timing, and sources of price measurement. The data are used for numerous purposes by the government, business, labor, universities, and the general public. The Final Demand Price Index is one of the Nation's most closely watched indicators of economic health. Movements in this index are often considered to presage similar changes in inflation rates for retail markets, as measured by the Bureau's Consumer Price Index. The PPI Program data are essential to the U.S. Department of Commerce in calculating the gross domestic product (GNP) deflator and many of its component deflators. Private business firms use PPI data to assist their operations in a variety of ways. PPI are cited frequently in price escalation clauses of long-term sales or purchase contracts as a means to protect both the buyer and the seller from unanticipated surges or drops in prices. PPI information also is employed in econometric models, in forecasting, in market analysis, and in academic research.

Qualifications

Candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the Federal service). MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements.

1. Demonstrated ability to lead major organizational change in a challenging environment, including the ability to identify and achieve efficiencies in survey business processes, data collection and analysis, and in administrative processes.

2. Demonstrated experience in successfully managing the operations of a large complex government organization, including the development and use of information technology for programs that produce economic statistics, human resource policy, budget formulation, and contracting, or procurement.

3. Knowledge of economic theory and analysis, statistics, and the uses of economic data leading to publication.

4. Ability to represent a major statistical agency and its programs before key stakeholders such as the Department of Labor senior management, Office of Management and Budget, Congress, other Federal Agencies, the media, academia, or other key data users.

Education

Economist Series, 0110

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience

Examples of qualifying experience include:
1.individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
2.supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
3.teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:
1.economic statistics;
2.industrial surveys;
3.management of individual business enterprises, including farms;
4.industrial planning;
5.writing or editorial work in economic subjects; and
6.financial market analysis.

Statistics Series, 1530

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
