This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Mission Support, Office of Security Policy and Management (DCMS-34), Security Policy Division (DCMS-341), Washington, DC.

Responsibilities

You will be responsible for preparing the annual budget, comparing it to actual results, and reporting on variances from the budget.

Being a CG civilian makes you a valuable member of the CG team.

Typical work assignments include:

- Performing budget development work involving the most important, substantive division programs on both a long - and short - term basis.

- Establishing goals and develops plans for implementation of long-range initiatives which cover a 5 year period of performance.

- Developing criteria for evaluating the effectiveness of the resource management program supporting all security disciplines (e.g. Industrial, Information, Physical, Antiterrorism, Operations Security and Police Programs).

- Reviewing productivity in all areas, monitors problem areas, and oversees implementation of solutions to problems. Conducting periodic and comprehensive evaluations of ongoing functions to ensure that the organization meets its stated goals and identifies areas where operational efficiency can be enhanced.

- Serving as a financial expert on budgeting and financial management issues and activities as these activities impacting DCMS-34.

- Serving as an authoritative source of consultation for program managers and program specialists. Resolving issues and provides advice on matters where policies or decisions covering major areas of uncertainty in approach of methodology are required and where new techniques or information must be developed.

Qualifications

To Qualify for the GS-13: Applicants must possess one (1) year of specialized experience equivalent to the GS-12 in the federal sector. Examples of specialized experience include: Formulating innovative approaches and techniques to satisfy policy and operational requirements of the implementation of security systems and equipment, propose the investment of latest technology and ensure technical proposals comply with various regulations; monitoring and reporting on the rate of expenditures of funds; notifying management officials of trends toward over - and under - obligation of funds; recommending approval or disapproval of requests for allotments and other similar funding requests. Considers financial and workload relationship that involves several matters such as the cost of supporting the needs of the changing agency mission and programs; the timing of obligations and expenditures in relations to the budget cycle and availability of funds, and the cost effectiveness of leasing or buying.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
