Summary

Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category-3 position. The minimum pay for this position is $172,500.00. Pay is set based on consideration of the selectee's current salary and other factors.

This position is only eligible for situational tele-work.

Responsibilities

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

Specific Duties

The incumbent carries out the following specific responsibilities :
  • Serves as the principal advisor and departmental representative for developing and implementing goals, policies and activities related to good management practices at the Department of the Interior (Department).
  • Serves as the principal advisor to the Deputy Assistant Secretary - Policy and Environmental Management on all matters related to implementing the Government Performance and Results Modernization Act of 2010 (Public Law 111-352) at the Department and serves as the chair of the Performance Management Council. The incumbent also advises the Department on the Foundations for Evidence-based Policymaking Act of 2018 (Public Law 115-435); Enterprise Risk Management, and the Program Management Improvement Accountability Act of 2016 (Public Law 114-264).
  • Evaluates proposed and existing legislation, Executive Orders, Secretarial Issue Documents, regulations, and reports that have a bearing on concerned programs, analyzes the issues, and prepares comprehensive reports or alternative recommendations to proposals.
  • Provides ongoing direction and leadership to a permanent staff of up to 13 FTE's and 10 contractors, as well as to members of various task forces formed for special studies and projects to plan, develop and implement strategies for accomplishing the Department's management goals.
  • Develops solutions to complex problems involved in the implementation of organizational planning and development initiatives in addition to devising analytical approaches and methods for resolving conflicts between current practices and new strategies or proposals, and directs the staff functions necessary to ensure the efficient implementation of program initiatives.
  • Directs program evaluations and reviews program activities to ensure policy compliance and agreement with Administration and Secretarial goals and objectives.
