Responsibilities

As a COMPUTER SCIENTIST at the GS-1550-13 some of your typical work assignments may include:
  • Applies methodologies of data science based systems analysis and research in solution of problems associated with national policy and objectives, military strategy, doctrine, and tactics in warfare, including tactical and strategic nuclear scenarios.
  • Coordinates R&D and mission/system level requirements based on inputs from numerous users (e.g. DoD, Services, DHS, DoS, etc.) in support of improving and enhancing existing and new nuclear technologies with artificial intelligence, machine/deep learning, predictive analytics, etc., enhancements.
  • Oversees, evaluates, selects and manages contractors, in support of improving existing nuclear technologies with artificial intelligence, machine/deep learning, predictive analytics, etc., capabilities, to include finding potential enhancement technologies, testing and evaluating the technologies against the needed requirements and providing recommendation for integration and deployment into existing or new nuclear technologies to improve and enhance nuclear battlefield sensor reporting and analysis, advanced analytics, M&S and war gaming efforts into existing and upgrading DoD/USG architectures.
  • Develops, directs and oversees projects in order to meet overall nuclear analytic capability enhancement objectives, provides technical and programmatic oversight to teams of contractors and is responsible for finding, testing and evaluating, and recommending innovative artificial intelligence, machine/deep learning, predictive analytic, etc., capabilities into nuclear technologies to provide operational, near-real-time decision support through improved situational understanding and courses of action recommendations across the nuclear mission space.
  • Provides authoritative advice and support on the evaluation of artificial intelligence, machine learning/deep learning, predictive analytic, etc., capabilities for nuclear programs to senior staff, OSD, Joint Staff, Combatant Commands, Services, Allies, and other government agencies and field units worldwide.
  • Efficiently and effectively uses resources by applying state-of-the art science and analytical tools, advanced analyses, and modeling & simulations in analysis and evaluation activities.
  • Reviews technical proposals and publications prepared by others and provides written comments on policy and technical accuracy.
  • Assists with planning, preparation and defense of fiscal documentation, program plans, budgets and acquisition submissions for assigned areas of responsibility.

Qualifications

You may qualify at the GS 13 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • Leading, managing, planning or overseeing complex and diverse Research, Development Test, Evaluation and Assessment Efforts.
  • Experience through research or management of advanced analytic/machine learning/artificial intelligence projects.
  • Experience in the management, development, analysis or evaluation of scientific and technical solutions to Counter Nuclear Threat Mission Domain problems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1550, series as listed below:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Other Notes:

This is an Acquisition Workforce position in the Science and Technology Management career field. The incumbent is required to become certified, Level II in the applicable career field within 24 months, unless a position requirements waiver is approved to extend the 24 months. The incumbent must obtain a minimum of 80 continuous learning points (CLPs) for every 2 year CLP period, with a goal of at least 40 annually.
