Responsibilities

This incumbent provides design and project management support and services for the Regional Office, 15 major national parks, 20 museums, three battlefields, and approximately 80 national monuments that comprise the National Capital Area.
  • Evaluates, manages and directs contracted design and/or construction work.
  • Reviews project plans and specifications prior to acceptance of final construction documents to verify contractibility and constructability.
  • Responsible for daily administration of construction contracts or task orders by providing construction oversight, utilizing design, plans, and specifications prepared in-house or though AE services.
  • Coordinates with project specialists, compliance staff, cultural resources staff and other project team members.
  • Provides quality assurance for work performed by contracted engineers, architects, construction contractors, inspectors, etc.
  • Provides review, guidance, tracking and oversight for projects from inception through completion.
  • Serves as the Contracting Officer's Representative (COR) and the single point of overall technical and administrative responsibility and accountability.
  • Participates in design review conferences with park representatives, contract Architect-Engineers, those who will operate and occupy the facilities and other interested parties.
  • Exercises overall coordination and management of site investigation, planning, design and scheduling between site personnel, contractor, and applicable Federal, State, and Local agencies and/or utility companies.

Time-in-grade requirements must be met by the closing date of this announcement.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists.
  • You may be required to work overtime when needed.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.


Qualifications

All qualifications must be met by the closing date of this announcement-05/17/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . To qualify for this position at the GS-13 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

Basic Requirement for Landscape Architect GS-0807:
A degree in landscape architecture or landscape design. OR a combination of education and experience. Note: for each year short of graduation, you must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.

Basic Requirement for Architect GS-0808:
A degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR a combination of college-level education, training and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: a degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers functions, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. OR an applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

In addition to the basic requirements for the position, the applicant must have at least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include the following: Professional experience working with reference standards, policies, principles, and regulations; serving as an expert engineer/architect in the design construction and renovation of projects; evaluating and analyzing data, development concepts, recommending solutions to problems related to highly visible and design issues; planning and monitoring projects to ensure compliance with practices, standards, and specifications; identifying project requirements (for example, scope, time, cost and quality); communicating technical information orally and in writing.

Physical Demands: The work is primarily sedentary. Physical activity is required including walking, climbing or bending, primarily during scoping meeting, pre-designed sessions, inspections during construction site visits, and final inspections to observe material/equipment, structures, or systems.

Working Conditions: Work performed throughout the year, in an office setting and frequent on-site visits.
