Provides recommendations, technical support and guidance, and coordination on highly complex and challenging technical policy and program performance issues relevant to the sustainment of all National Airspace System (NAS) operational facilities and assets. As a principle technical specialist, she/he manages and coordinates multiple on-going projects that require technical solutions and direction. Monitors and reports status of technical and managerial initiatives.

Applies experience and comprehensive knowledge of engineering concepts and principles in facility or civil infrastructure methods of construction; electrical power distribution, generation and safety systems; building mechanical systems, e.g., HVAC; or related engineering fields. Uses engineering experience and knowledge to review the technical correctness of facility sustainment strategies that solve complex facility sustainment project portfolio integration problems that have an impact on multiple national programs.

As a senior technical point of contact, she/he often represents the Directorate and/or FAA in working with other lines of business, budget and finance offices, external ATO organizations, other Federal Agencies, and industry on unique Technical Operations issues including the planning and execution of complex NAS project portfolio s. She/he assesses and justifies resources, cost, schedule, and risk to large­ scale, multi-system facility construction projects throughout project lifecycles, through the collaboration with multiple organizations. Possesses understanding of new methodologies and techniques to solve complex organizational problems and develop improved technical processes for the organization. Facilitates meetings and conferences and presents briefings to obtain consensus/approval on policies. Provides policy guidance and instruction to others, both internally and externally.

Applies knowledge of the fundamental database management and data quality control principles, business performance analyses methodologies, and data visualization techniques. Uses statistical data analysis methods and techniques to analyze a database's data quality attributes and identify strategically meaningful trends and anomalies for further study. Applies data collection procedures, which may include experience with a database language, (e.g., SQL) to organize data into structured, retrievable data formats, and combining data from different sources into one database.

Utilizes knowledge of NAS policy and procedures and Federal Law/Regulations to develop environmental and aviation safety recommendations and solutions. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with higher-level management to solve problem. While, broad policies and objectives provide general guidance for addressing issues, she/he is allowed considerable discretion to develop new and innovative approaches. Resolves all but unique technical problems without the intervention of management or a more experienced engineer.

Consults with management on the planning and execution of projects to ensure overall service consistency and efficiency within the organization. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Provides guidance to lower-level staff on how to solve difficult technical issues. Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

PRIMARY METHOD: Successful completion of a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. To be acceptable the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the ABET as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;(b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics;(e)electrical fields and circuits;(f)nature and properties of materials (relating particle and aggregate structure to properties);(g)any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. In addition to the basic requirements, all candidates must demonstrate one year of SPECIALIZED experience equivalent to the next lower grade in the Federal Government. (Must have held the next lower grade level at an FG-13 or FV-I band to qualify for an FV-J band and an FG-13 or FV-I band to qualify for a FV-J band).

SPECIALIZED experience is experience with advanced engineering principles, theories and concepts on grounding and bonding, electrical distribution code compliance, electrical architecture and functions. SPECIALIZED EXPERIENCE is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience are:
