This position is located in the Air Traffic Organization (ATO), Safety and Technical Training, Strategic Outreach Directorate, Standardization Group, Contracts & Finance Team (AJI-4130). This group is the strategic planning arm of the organization. Standardization provides AJI with strategic alignment, direction, and resources to accomplish the mission, vision, and goals.

Responsibilities

Use skill in applying analytical and evaluative methods and techniques to assist with the development and maintenance of the Technical Training Business Plan. He/she performs multiple, varying and complex assignments under the minimal direction of the Team Manager or more experienced professional. This work is critical to ATO training programs that transform and sustain the National Airspace System (NAS).

Apply experience and comprehensive knowledge of the principles of financial management, the Federal budget process, and project planning to lead large projects related to the Federal Aviation Administration (FAA) operational and technical training requirements portions of the Technical Training Business Plan. He/she provides the analytical data required to prepare execution and financial reports. Assignments regularly require interpretations of internal and external policies within the Acquisition Management System and extrapolations from precedents.

Apply experience and comprehensive knowledge of quantitative and qualitative methods, techniques and concepts to evaluate technical requirements for contract vehicles related to NAS systems and equipment. Using skill reviewing, analyzing and applying Acquisition Management policies, he/she analyzes, tracks, reconciles and monitors vouchers and/or invoices. Participates on project teams responsible for evaluating efforts to redesign business processes and for conducting special projects, studies, and initiatives. He/she analyzes problems, identifies significant factors, gathers and interprets pertinent data and recommends improvements to systems and processes.

Use experience with automated tools and financial systems, such as macros, pivot tables, advanced filtering, etc., he/she creates graphics and charts to track, study and analyze data to identify issues related to assigned contract vehicles and to update elements of the Business Plan. Applies analytical skills to review and evaluate key trends, to identify inefficiencies and potential changes that create opportunities to improve both quality and delivery of training needs. He/she develops statistical charts and graphs to clearly articulate trends or to highlight information that leads to data driven decision making. He/she provides guidance to less-experienced professionals in the area of financial management and the application of policies, regulations, and laws to assigned program areas.

He/she addresses technical policy issues to enhance functionality of process improvement plans for improved effectiveness and efficiency within the ATO. He/she uses skill in negotiation and collaboration techniques to coordinate across and within teams. He/she supports project goals by researching and using facts to address issues. He/she develops presentations and shares analytics with stakeholders. He/she may act as a point of contact to provide advice and guidance on the applications of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally.

He/she uses considerable discretion to select the most appropriate approaches or to develop new approaches. Most issues are resolved without the assistance of more senior employees or the Team Manager. He/she develops and recommends approaches to address current and anticipated problems and issues. The Team Manager rarely reviews work, typically though status reports and at completion to ensure policy compliance and alignment with the requirements of projects and other work activities.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-H or FG/GS-12) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE:

Experience with automated tools and financial systems, such as macros, pivot tables, advanced filtering, etc. to create graphics and charts and to track, study and analyze data.

AND;

Experience participating on project teams to conduct special projects, studies, and initiatives.
