Summary

The Office of the Special Inspector General for Pandemic Recovery (SIGPR) was established under the CARES Act which was enacted in response to the COVID-19 national emergency. SIGPR conducts, supervises and coordinates any audits and investigations of loans, loan guarantees and other investments made by the Secretary of the Treasury under any program established and managed under the Act. Through the CARES Act, SIGPR has been funded for 5 years. At which time the agency may be terminated.

Responsibilities

The purpose of this position is to serve as the Assistant Inspector General for Administration in the Office of the Special Inspector General for Pandemic Recovery (SIGPR). This position reports to the Special Inspector General. The incumbent is responsible for directing overall administrative management strategies for the SIGPR.

As the Assistant Inspector General for Administration, the incumbent will:

Provide leadership in planning and oversee a variety of administrative functions in support of the bureau's mission, including but not limited to, human resources management, policy development, information management, procurement, facilities services, communication services, and other administrative support activities.

Determines and communicates organizational positions on major projects or policies to senior level staff. Prepares, reviews, and approves major reports or policies of organization for internal and external distribution. Resolves diverse viewpoints/ controversial issues. Presents organizational briefings to convey strategic vision or organizational policies. Represents SIGPR at high level executive briefing sessions with other Government officials and Congress.

Oversee and manages resources to accomplish multiple project/program goals. Formulates organizational strategies, tactics, and budget/action plan to acquire and allocate resources. Optimizes controls and manages all across projects/programs. Manages and integrates innovative approaches to attain goals and minimize expenditures.

Manages and directs organizational focus (on challenging and highly complex project/programs); identifies and resolves highly complex problems that cross organizational boundaries and promulgates solutions to develop new hypotheses or fundamental new concepts.

Assesses and provides strategic direction for resolution of mission critical problems, policies, and procedures. Defines, integrates, and implements strategic direction for vital programs with long-term impact. Initiates actions to resolve major organizational issues. Promulgates innovative solutions and methodologies. Works with senior management to establish new fundamental concepts and criteria and stimulate the development of new policies, methodologies, and techniques. Converts strategic goals into programs or policies.

Provides overall direction to workforce in dealing with complex problems. Solves broad organizational issues. Implements strategic plans within and across organizational components.

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below.

Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for disqualification in the hiring process. The background investigation process conducted by the Office of Security Programs is very thorough. Therefore, it is imperative that applicants exercise candor and honesty when answering background questionnaires, especially as it relates to arrest, employment, education, finances, illegal drug use, and/or other criminal history. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The MTQs describe the necessary technical knowledge, skills, and competencies needed to successfully perform the duties of this position. Experience must have been at a sufficiently high level of difficulty to show clearly that the candidate possesses the required professional and technical qualifications and core qualification set forth below. Your response must be limited to two pages for each MTQs.

MTQ 1: Demonstrated experience managing and providing leadership over assignments in at least two of the following areas: financial management; strategic planning; information technology; human resources management; equal employment opportunity (EEO).

MTQ 2: Senior-level experience managing an organization's corporate culture that (a) embraces customer service as an overarching competency; (b) empowers personnel to their full potential; and (c) successfully manages the impact of organizational and external changes to achieve strategic goals.
