Summary

This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC), Business Operations Division (BOD), Planning Support Section (PLS), Kearneysville, WV, Portsmouth, VA and Alexandria, VA.

The recruitment is for a single (1) position that will be placed in one of the three locations based on the selected and on boarded candidate.

Responsibilities

You will serve as an Information Technology Cybersecurity Specialist (PLCYPLN/INFOSEC) and be responsible for directly managing information technology projects.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
  • Developing methods to monitor and measure risk, compliance, and assurance efforts
  • Providing advice on project costs, design concepts, or design changes
  • Evaluating the effectiveness of procurement function in addressing information security requirements and supply chain risks through procurement activities and recommend improvements
  • Acting as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully
  • Coordinating and manage the overall service provided to a customer end-to-end, including facilitation between internal shared service providers.
  • Reviewing service performance reports identifying any significant issues and variances, initiating, where necessary, corrective actions and ensuring that all outstanding issues are followed up.
  • Ensuring that appropriate Service-Level Agreements (SLAs) and underpinning contracts have been defined that clearly set out for the customer a description of the service and the measures for monitoring the service.
  • Working with other service managers and product owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives
  • Routinely exercises independent judgment and discretion when obtaining and leading confidential advance information of management's position with regard to IT cyber contract negotiations and investments; performing studies that may result in changes of organizational structures or staffing levels requiring labor relation matters.
  • Negotiating for the acceptance of agency positions on key Government-wide policy initiatives exercising independent judgment and discretion with DoD, DHS, OMB on national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems, including advance information of management's position with regard to IT cyber contract negotiations, IT cyber acquisitions, cyber security continuous diagnostics and monitoring

Qualifications

To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience includes the following:
  • Familiarization of DHS/USCG Organizational Missions and Goals
  • Familiarization of the acquisition lifecycle framework to develop, release, evaluate and execute Statements or Work (SOWs), Statements of Objectives (SOOs), Requests for Information (RFIs) and, Requests for Proposals (RFPs);
  • Familiarization of integrated master schedules, key milestones, Independent Government Cost Estimates (IGCEs), and project critical paths through appropriate automated tools and processes;
  • Experienced with AGILE practices as a team member
  • Familiarization of the DoD Enterprise Service Management Framework (DESMF)
  • Familiarization of the phases of the DHS System Engineering/Development Lifecycle
  • Familiarization in Lean Six Sigma performance improvement and waste elimination methodologies
  • Familiarization in statistical, analytical, and business modeling services
  • Familiarization with analyzing demand trends, safety levels, stock position, procurement lead time, mission change, and operational plans to determine support requirements and develop long-range forecasts for our base, and out to five future years.
  • Familiarization in leading Organizational Change
  • Experience with leading Training
  • Familiarization with Quality Assurance or Quality Control methods
  • Familiarization with Risk Management Framework (RMF)
  • Familiarization Microsoft Project Professional (client/online), Microsoft TEAMS, Microsoft 365, Microsoft SharePoint, or other project management and collaboration tool suites
  • Familiarization with the Capability Maturity Model Integration (CMMI) for development, services, and acquisitions

  • OR Applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related).

    OR A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.

    Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position. Receipt of the bonus will require a 12 month service agreement.

    Selectee(s) for this position who are current federal employees on permanent appointments who would be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation bonus of 10% of the salary including locality for this position.     Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.

    At the GS-11/12 level, selectee must possess or be able to obtain:
  • Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-I) or management determined equivalent within two years of entry into the position.
  • Information Assurance Management Level II (IAM-II) or management determined equivalent within two years of entry into the position.
