Summary

This vacancy is for an Information Technology Specialist (APPSW) in the America Community Survey Office located at the U.S. Census Bureau Headquarters in Suitland, MD. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Responsibilities

  • Plans and designs systems and software application architecture as well as user interfaces.
  • Integrates several hardware, software, and/or computer related services to provide integrated information systems.
  • Analyzes and translates system requirements into application prototypes.
  • Develops complex and detailed sequences of internal program logic, and writes, tests, debugs, and maintains complex software programs and applications.
  • Monitors and tracks progress of software development projects.

This is a BARGAINING unit position.

Relocation expenses may be paid.

Due to the COVID-19 pandemic, and individual states being in different phases of reopening, once the selectee becomes an employee, the report date to the official duty station/facility may be delayed until such time that management notifies the employee of their requirement to report. Until it is safe to relocate, the employee may be approved to telework to the maximum extent possible, up to and including full-time.

Qualifications

Your resume must detail how you meet the specialized experience AND Information Technology-related experience demonstrating each of the competencies described below.

    Specialized Experience: For the GS-7, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-5 in the Federal service. Experience for this position includes: conducting system analysis and designing complex software applications; conducting or participating in walkthroughs; creating, testing, and maintaining large software applications that interface with other software systems; developing prototypes or pilot programs needing technical understanding to make decisions; debugging and resolving critical problems in existing systems which requires innovative solutions; communicating, coordinating and/or monitoring development efforts and schedules.

    Education: 1 full year of graduate level education or superior academic achievement

    Specialized Experience: For the GS-9, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-7 in the Federal service. Experience for this position includes: Participating in the design, development, implementation of new or modified applications software; assisting with translating systems requirements into applications prototypes; designing, writing, testing, debugging, and maintaining software applications that meet technical and functional requirements; and communicating technical information in person and in writing to a variety of audiences.

    Education: master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree

    Specialized Experience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-9 in the Federal service. Experience for this position includes: Designing, developing and implementing new or modified applications software; translating systems requirements and developing them into applications prototypes; using system development life-cycle concepts to ensure the successful implementation of software for agency systems; developing, testing, debugging and resolving critical problems in existing systems which require innovative solutions; communicating, coordinating and/or monitoring development efforts and schedules; and communicating technical information in person and in writing to a variety of audiences.

    OR

    Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

    Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service. Experience for this position includes: Developing technical requirements and designing, developing and implementing new or modified applications and/or prototypes; using system development life-cycle concepts to ensure the successful implementation of software for agency systems; providing technical guidance in the design, coding, testing, and debugging process, and identifying and resolving critical problems in new and existing systems which require innovative solutions; communicating, coordinating and/or monitoring development efforts and schedules; and communicating technical information in person and in writing to a variety of audiences.

    Education: There is no substitution of education for specialized experience at this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
