Summary

This position is located in The Office of the Chief Information Officer, IT Services, Development & Operations Division, Enterprise Applications and Platforms Services Branch. The supervisor is William Szyperski.
This position is in the Bargaining Unit. This position does not require travel. Travel expenses associated with interview and/or relocation expenses associated with job offer will not be paid. Selectee will not be subject to Confidential Financial Disclosure reporting requirements.

Responsibilities

As the IT Specialist (INET), the incumbent serves as a highly qualified technical specialist in the fields of Mobility Unified Endpoint Management, Microsoft Office 365, Windows desktop and on-premise server operating systems for agency-wide requirements. Responsible for performing technical evaluations and recommending, selecting, developing and integrating associated endpoints/services. Supports operations of associated infrastructure, applications, and customer service / support desk. Develops, evaluates, updates and implements agency policy, governance, and standard operational procedures for the use and management of mobile endpoints, workstations, software, infrastructure and services. Provides Contracting Officer's Representative (COR) functions including contractor oversight, budgeting, review and approval of invoices. Reviews, recommends, approves, and provides oversight for Service Level Agreements (SLAs), deliverables, purchases of hardware and software, peripherals, applications, and support services. Evaluates user needs and acquires, configures, installs, integrates, and supports associated applications, devices, infrastructure and services. Coordinates the administration, maintenance, and support of emergent requirements to meet agency needs.

Qualifications

The ideal candidate will be able to demonstrate the following:

1. Demonstrate experience in areas of IT service delivery and helpdesk services. Demonstrate the ability to monitor contractor or team activities and provided technical direction to contractors providing service delivery and helpdesk services. Knowledge of and experience in monitoring and analyzing service level agreements.

2. Knowledge of the principals and objectives of the utilization of IT infrastructure hardware/software, telecommunications and network connectivity (to include Software as a service (SaaS) and Platform as a Service (PaaS)). Experience in the IT Infrastructure hardware/software, including but not limited to workstations, microcomputers, and peripherals installation and support of IT infrastructure hardware/software, including but not limited to application/file servers, workstations, microcomputers and peripherals.

3. Knowledge of Federal security and privacy requirements as they relate to processing and storage of information in order to ensure network operating systems and IT infrastructure hardware/software are properly maintained and access to data is controlled.

4. Demonstrated ability to establish effective work relationships with individuals of all levels both within and outside of parent organization, and to achieve cooperation and consensus among parties engaged in joint or parallel efforts.

5. Demonstrated skills in communicating information, ideas and advice in a clear, concise, and logical manner, both orally and in writing. Demonstrate experience in the development and documentation of guidance, procedures, planning and policy recommendation for delivery of all customer support services.

In addition to the basic requirements, to qualify for this position you must have at least one year of specialized experience at the next lower grade level (12) in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as one year of specialized experience performing duties related to serving as an Information Technology Specialist. This experience must included:

Configuring, securing and supporting enterprise managed / provided smartphones and tablets primarily including those with Android and Apple operating systems as well as Wi-Fi Hot Spots and Mi-Fi devices via cloud based enterprise mobile management tools. Configuration and management of Windows 10 desktop and server operating systems and hosted applications via a centralized (cloud based) enterprise application management tool. Configuration of administrative controls / settings for Office 365 and associated cloud-based applications and storage. Management of contracts as a Contract Officer's Representative (COR) which includes providing contract oversight and management, service level agreement development and monitoring, management of associated contract budget, invoicing, and onboarding/offboarding of contract staff. Acquisition of needed hardware/software and services.

If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.
