Responsibilities

Intelligence Operations Specialist:
  • Conducts CI assessments, defensive operations, and inquiries, with expertise on CI in cyberspace, and knowledge in the operations and resources of the Intelligence Community (IC).
  • Receives classified materials from across the government, reviews as appropriate for security/safety impacts, and ensures proper handling, distribution, and storage of classified materials.
  • Provides CI perspective and insight to the DOT Chief Information Officer to ensure the protection of the Department's critical infrastructure and administrative network to include classified networks, security, and mitigations of the "Insider Threat".
  • Educates Departmental information assurance and system administrators on foreign intelligence and terrorist group activities directed against DOT systems and personnel.
  • Develops and coordinates defensive CI projects and related support services to detect or exploit attempts by Foreign Intelligence and Security Services (FISS) to target DOT and its personnel.

  • Assesses the effectiveness of CI-related activities across the Department; identifies problems that directly affect the accomplishment of CI program goals and objectives, and recommends alternatives and corrective actions.
  • Prepares briefings for the S-60 Director and Associate Director for Intelligence, as needed, and provides intelligence analysis in support of the DOT CI program.
  • Conducts CI threat awareness briefings and debriefings of DOT personnel who travel to designated foreign countries or have significant interaction with citizens of designated foreign countries while abroad or within the United States.
  • Leads in detecting CI anomalies and remains alert to allegations of espionage; documents anomalies and prepares detailed written reports.

Ideal Candidate Statement: The S-60 Intelligence Division seeks a professional intelligence operational specialist with detailed experience in using all-source intelligence reporting to produce tailored intelligence products in support of a broad customer base with information needs across a broad spectrum of national security, economic, and policy issues. The candidate must have detailed experience in providing oversight and management of an agency level Insider Threat and Defensive Counterintelligence Program with demonstrated detailed knowledge and experience in:
  • Application of current U.S. Government policies and regulations in the execution and oversight of an Insider Threat Program
  • Use of a case management process to identify, assess, and prioritize potential insider and foreign intelligence threats that is used to work with other government colleagues to develop, recommend, and implement appropriate risk mitigations.
  • Developing and maintaining a robust annual Insider Threat awareness training awareness program.
  • Conducting collaboration and cooperation across multiple elements of the Intelligence and Law Enforcement Communities, as well as general experience doing the same with other Federal, State, Local and Industry partners.

  • The ideal candidate has general working knowledge of and familiarization with the transportation industry (i.e. research/new developments, rail, pipeline, maritime, aviation and cyber related issues).

    CONDITIONS OF EMPLOYMENT:

    • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
    • DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
    • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).


    Qualifications

    To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.

    To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
    • Experience utilizing Federal intelligence databases [as used by agencies such as US Department of Justice, Federal Drug Enforcement Administration, Federal Bureau of Investigation, US Department of Homeland Security] to perform collections, analyses, evaluations and to disseminate information which directly or indirectly affects the national security.
    • Experience conducting Intelligence surveillance, investigation, and analysis to formulate intelligence plans, processes, and operational guidance for an Insider Threat Program.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Intelligence - Knowledge of the principles, methods, and tools used to perform counterintelligence and counter-terrorism activities.
  • Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Writes in a clear, concise, organized, and convincing manner for the intended audience.

  • For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
