Summary

You will serve as a Management Analyst in the Strategic Initiatives Directorate, White House Military Office (WHMO) Headquarters, Naval Facilities Engineering Command Washington. This is a developmental position with a full performance level of GS-13. Applications will be accepted at the GS-12 and GS-13 grade levels.

Responsibilities

  • At the full performance level, duties will include:
  • You will provide expert analysis to ensure new capabilities are fielded and operationalized in a manner that fully and consistently satisfies WHMO mission needs.
  • You will collaborate with senior staff and subject matter experts from WHMO operational units and directorates, Office of the Sec. of Defense, Joint Chiefs of Staff, Military Services, other Federal Departments and Agencies, and the private sector.
  • You will serve as an advisor to the professional staff in WHMO headquarters, operational units, and directorates for short and long range planning and the development of future capabilities and resource requirements in the area of Counter-UAS.
  • You will articulate analysis of complex, multi-faceted issues and proposed resolutions to WHMO leadership in written reports and oral briefings.
  • You will maintain awareness of trends and developments in commercial industry and their impacts on current and emerging issues that impact WHMO in the area of Unmanned Aircraft Systems and Counter-Unmanned Aircraft Systems technology development.
  • You will maintain awareness of science and technology activities within other U.S. government agencies, Federally Funded Research and Development Centers, academia, and other nationally recognized laboratories.
  • You will leverage resources to assist WHMO headquarters, operational units, and directorates in developing tailored capability solutions supporting the WHMO mission.
  • You will collaborate with Defense, Homeland Security, and Intelligence Community partners to understand and assess evolving and emerging threats to the WHMO mission and capabilities from domestic, state, and non-state entities.
  • You will define resource requirements and capability gaps; track progress of capability development, installation, and operational testing; develop training, tactics, and procedures; and identify courses of action to improve capabilities.
  • You will integrate information into recommended modifications to WHMO policies, plans, processes, and procedures.
  • You will apply familiarity with Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) and requirements processes.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain a final top secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.


Qualifications

FOR GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties that include: 1) conducting analysis of emergent technologies, such as Unmanned Aircraft Systems and Counter Unmanned Aircraft Systems, to determine new capabilities necessary to meet mission needs; 2) collaborating with a wide range of stakeholders across the government and/or industry to solve challenging problems; 3) maintaining awareness of industry trends related to science and technology development and emerging and future threats; 4) gathering, organizing, and maintaining project information to support short and long range planning and/or follow-on analysis of policies, processes, or procedures; and 5) preparing material/researching data to be used in the delivery of presentations, briefings, point papers, etc., related to complex, multi-faceted issues.

FOR GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties that include: 1) providing subject matter expert-level analysis of emergent technologies, including Unmanned Aircraft Systems and Counter - Unmanned Aircraft Systems, to determine new capabilities necessary to meet mission needs; 2) leading collaborative efforts with a wide range of stakeholders across the government and/or industry to solve challenging problems; 3) maintaining awareness of industry trends related to science and technology development and emerging and future threats; 4) developing short and long range planning and/or follow-on analysis of policies, processes, or procedures; and 5) developing and delivering of presentations, briefings, point papers, etc., related to complex, multi-faceted issues.

Other significant facts pertaining to this position are:
  • This is a National Security Position. Incumbent shall obtain and maintain a current Top Secret (TS) security clearance based upon a T5 Background Investigation and be eligible for access to TS/Sensitive Compartmented Information (SCI).
  • Prior to reporting for duty, the incumbent must be granted and maintain a current TS security clearance based upon a T5 Background Investigation, and be favorably adjudicated for access to TS/SCI.
  • Prior to reporting for duty, the incumbent must be approved for Presidential Support Duty (PSD) in accordance with Department of Defense Directive 5210.55 (PSD Category II, minimum). Prior to selection, the applicant must be pre-screened for PSD suitability. The applicant must maintain PSD approval to remain eligible to hold the position.
